Abstract: Various arrangements of hybrid cloud cellular network systems are presented herein. A cellular radio access network (RAN) that includes multiple base stations (BSs) can be in communication with a cloud computing platform. Multiple cloud-implemented national data centers (NDCs) can be present and executed on the public cloud computing platform. Network functions (NFs) are executed within each cloud-implemented NDC on the public cloud computing platform. The system further includes a cellular network database function. An instance of the cellular network database function is executed within each cloud-implemented NDC on the public cloud computing platform and updates each other instance of the cellular network database function.

Abstract: Various systems and methods for scheduling data transmissions from a base station to user equipment (UE) are presented. Channel quality indicator values that correspond to multiple UE may be determined for multiple carrier components of a cellular network’s carrier aggregation. A scheduling matrix may be created that includes instantaneous data transfer rates for the UE. Elements within the scheduling matrix may be normalized by modifying instantaneous data transmission rates using average data transmission rates. Scheduling decisions for data transfers may be made for the UE based on the normalized scheduling matrix.

Abstract: Systems, devices, and automated processes are provided with selective access to multiple available slices of a network from at least one cell by a user equipment (UE) to enable reductions in slice failure access to the network. The method includes: accessing at a first cell, by the UE, slice A of the network wherein slice A provides higher bandwidth and lower latency access than slice B; and accessing at a second cell, by the UE, both slice A and slice B of the network wherein slice B have greater access availability than slice A wherein if the UE attempts to access the first or second cell then via cell reselection of the UE making a determination to select the second cell if the user is authorized for use of a premium service for the higher bandwidth and lower latency access of slice A else selecting by the UE the first cell for network access of slice B.

Abstract: A system for scheduling wireless data transmissions divides a band allocated to the mobile service carrier into two overlapping bands. Then each user equipment (UE) of a plurality of UEs that connects to the ground-based network of the mobile service carrier is assigned to one of the two overlapping bands. The system allocates at a given scheduling time, physical resource blocks (PRBs) to UEs up to a maximum number of PRBs available for the particular overlapping frequency band to which the UE is assigned based on a metric for the UE that is a ratio of a downlink channel quality indicator for the UE to the average data rate of the UE at the given time, giving higher priority for PRB allocation to UEs that have a larger metric than other UEs of the plurality of UEs.
