A method of a user equipment (UE) for performing a random access (RA) procedure is provided. The method includes transmitting a first message including a RA preamble and a UE identifier (ID) to a base station (BS), and receiving a second message including a sequence index of the RA preamble from the BS.

Abstract: A method and apparatus for cell barring in a wireless communication system are provided. The method includes determining whether system information block type 1 (SIB1) is acquired from a cell, considering the cell as barred, if the acquiring the SIB1 fails, determining whether the cell is a licensed cell or an unlicensed cell and excluding the cell and other cells on a same frequency with the cell as a candidate for cell selection or reselection for a pre-defined period, if the cell is a licensed cell and cell selection or reselection to intra-frequency cells is not allowed.

Abstract: The present disclosure relates to a communication method and system for converging a 5th-Generation (5G) communication system for supporting higher data rates beyond a 4th-Generation (4G) system with a technology for Internet of Things (IoT). Embodiments herein disclose a UE for managing a data communication in a wireless communication network. The UE includes a DRB management unit configured to determine a DRB for transmitting a packet based on QoS flow identifier and a PDU session associated with the packet and mapping of the QoS flow identifiers to the DRBs for each established PDU session. The DRB management unit performs one of mapping the packet to an established non-default DRB if the list of one or more QoS flow identifiers associated with the DRB includes the QoS flow identifier of the packet and the DRB is associated with the PDU session of the packet, and mapping the packet to a default DRB associated with the PDU session of the packet if none of the established non-default DRBs is associated with the PDU session and the QoS flow identifier of the packet.-

Abstract: A method and system signal resource allocation information in an asymmetric multicarrier communication network. A MS communicates with a BS using asymmetric carriers consisting of at least one low frequency carrier (e.g., primary carriers) in a cellular band and at least one high frequency carrier secondary carriers) in a millimeter Wave band. In one embodiment, the BS allocates resources for one or more transmit time intervals in at least one of DL allocation interval of a secondary DL carrier and UL allocation interval of a secondary UL carrier for the MS, where the DL allocation interval spans one or more subframes of the secondary DL carrier and the UL allocation interval spans one or more subframes of the secondary UL carrier. The BS then transmits information regarding the allocated resources to the MS in a Packet Data Control Channel region of a subframe of the primary DL carrier.

Abstract: A system and a method of counter management and security key update for device-to-device (D2D) communication are provided. The method includes creating by a user equipment, a new packet data convergence protocol (PDCP) entity for a service group wherein a service group is identified by a destination identifier (ID), determining if any PDCP entity of the service group exists or not, generating a new proximity service (ProSe) traffic key (PTK) from a ProSe group key (PGK) corresponding to the service group associated with the new PDCP entity, initializing a new packet counter associated with the service group to zero if the new PDCP entity is a first PDCP entity associated with the service group, generating a ProSe encryption key (PEK) from the PTK and encrypting data packets mapped to the new PDCP entity using the PEK and a packet counter associated with the service group.

The method for performing a discovery transmission on a second carrier by a user equipment (UE) served by a primary cell (PCell) on a first carrier, includes receiving, from a base station, a signaling indicating that the UE read discovery resource configuration for the second carrier on the second carrier or that the UE should request the discovery resource configuration for the second carrier from the base station for acquiring the discovery resource configuration for the second carrier. The method also includes acquiring the discovery resource configuration based on the signaling.
