    Abstract: Aspects of the subject disclosure may include, for example, a method including providing, by a processor in a dongle coupled to a display device, a graphical user interface at the display device, and transmitting a message to an authentication server in accordance with authentication information stored in a storage device of the dongle and an input via the graphical user interface. The method also includes obtaining an authentication confirmation; obtaining content from a content server; and recording the content in accordance with a second input via the graphical user interface. The recorded content is transmitted for storage at a storage server. The display device communicates with equipment of a video provider that is associated with a service area. In accordance with the authentication confirmation, the processor is authorized to obtain the content based on the location of the dongle relative to the service area.     Abstract: Techniques for rules-based content management are provided. Video on demand content is collected from a variety of sources. Business rules embedded within metadata can be retrieved where the business rules control processing and delivery of the video on demand content. The video on demand content may be selectively packaged in response to the business rules and the metadata to generate packaged video on demand content. A server can distribute the packaged video on demand content to devices. A priority for processing the packaged video on demand content can be based on a quality of service parameter and based on the metadata, the business rules, and a license embedded within the metadata where the license describes the priority. Other embodiments are disclosed.

First and second emergency alert system messages are respectively identified from each of the first and second audio input signals. A temporal overlap is detected between a portion of the first emergency alert system message and the second emergency alert system message. In response to detection of the temporal overlap, a relative delay is applied between the first and second audio output signals. First and second audio output signals are generated including the first and second messages adjusted by the relative delay, such that the first and second emergency alert system messages in the first and second audio output signals are non-overlapping.
