    Abstract: A method and base station for dynamic adjustment of a carrier resource are disclosed. First, a cell-edge traffic volume of a local cell is detected; then, if the cell-edge traffic volume of the local cell is reduced, an idle primary subcarrier resource in the cell is released as a secondary subcarrier according to a degree of reduction of the cell-edge traffic volume and according to a multiple of a predetermined minimum granularity. With it, when the cell-edge traffic volume of the local cell is changed, the allocation of a primary subcarrier and a secondary subcarrier may be adjusted dynamically, which increases a utilization rate of a spectrum and ensures that carrier resources can be utilized properly and adequately.

    Abstract: A discontinuous reception method, a terminal, and a network device are provided. The method includes: obtaining, by a terminal, discontinuous reception DRX parameter information corresponding to configuration parameter information supported by the terminal; and enabling DRX by using the obtained DRX parameter information. The method is applied to a communications system, the communications system supports N groups of configuration parameters, and each group of configuration parameters is corresponding to a group of discontinuous reception DRX parameters. A DRX parameter is corresponding to a configuration parameter, and the DRX parameter is adaptively and flexibly adjusted when the configuration parameter is flexibly adjusted based on a service in a network, so that the terminal is better balanced between a latency and power consumption, and the terminal can better adapt to a communications network with a larger system capacity, a lower latency, higher network reliability, and better network availability.

    Abstract: The invention provides a method and a communications device for transmitting information. The method includes: determining a quantity N of padding bits according to a quantity M of effective information bits included in a code block and a quantity L of effective input ports of a polar code encoder, where M and L are positive integers, and N is a difference between L and M; determining input bits that are to be input into the polar code encoder, where the input bits include the M effective information bits and the N padding bits; inputting, according to a mapping relationship between the L effective input ports and the input bits, the input bits into the polar code encoder through the L effective input ports to perform coding, so as to obtain coded bits; and transmitting the coded bits. This bit-padding manner has ensured successful information transmission.
