The present invention relates to a method and apparatus for determining whether or not to transmit an uplink control signal in a first subframe according to whether or not a subframe (the first frame) corresponding to a transmission time of the uplink control signal is within an active time, or whether or not the first subframe is one of a constant number of subframes after the last subframe of the active time, and the active time is a time for the reception of resource allocation information for data retransmission.

Provided is an access method which is carried out by a terminal in a wireless communication system. The method comprises: obtaining system information from a target cell; determining whether system information for extended access barring (EAB) has been scheduled to the system information; determining whether EAB information is included in the system information for the EAB, when the system information for the EAB has been scheduled; and determining whether to bar access to the target cell on the basis of the EAB information when the EAB information is included.

More specifically, the present invention relates to a method and a device for transmitting a HARQ (Hybird-ARQ) feedback signal in the wireless communication system, wherein the method comprises: receiving 1st to ith data within a time window comprising subframes 1 to N, wherein the 1st to Nth data are transmitted by a base station for the time window, wherein the ‘i’ is a natural number no more than the ‘N’, and the 1st to the Nth data are the same, sequentially decoding the 1st to the ith data, wherein the ith data received at a subframe i is data first successfully decoded, and transmitting an ACK (Acknowledgement) signal for all the 1st to the Nth data at a subframe i+X, wherein the ‘X’ is a predetermined number for transmission of the HARQ signal.
