A transmitter, according to one embodiment of the present invention, comprises: a data encoder for generating a segment which transmits a portion of data included in a media; a packet encoder for generating a packet which divides the segment into one or more data units, and includes a payload which comprises a header and all or a portion of the data of the data unit; and a broadcast signal transmitting unit for generating a broadcast signal which includes the packet, and transmitting the broadcast signal, wherein the header includes a transport object identifier (TOI) element, and the TOI element comprises a data unit identification element which identifies the data unit, and a segment identification element which identifies the segment including the data transmitted in the payload.

According to one embodiment of the present invention, the signaling information may include meta data on the media stream.

The apparatus comprises a broadcast network interface for receiving a broadcast stream including a first portion of the broadcast content via a broadcast network, a heterogeneity network interface for receiving a heterogeneity stream including a second portion of the broadcast content via a heterogeneity network, and wherein the broadcast stream further includes timeline component access units containing metadata for synchronizing streams transmitted via the one or more networks, and wherein the timeline component access units include timestamp information representing first timestamps for the heterogeneity stream, a processor for configuring the broadcast content using the broadcast stream and the heterogeneity stream based on the timestamp information.

A system that is capable of effectively supporting a next generation broadcast service in an environment that supports next generation hybrid broadcasting using a terrestrial broadcast network and the Internet is proposed. In addition, an efficient signaling scheme that is capable of using both a terrestrial broadcast network and the Internet in an environment that supports next generation hybrid broadcasting is proposed.
