Abstract: Embodiments of the present invention provide a communication method and a related device. The method in the embodiments of the present invention includes: determining, by a vehicular device, configuration information, where the configuration information includes a first periodic status message sending parameter and a trigger condition for reporting a network congestion measurement event; determining, by the vehicular device, a network congestion indication parameter, where the network congestion indication parameter is used to indicate a congestion degree of a network environment of the vehicular device; reporting, by the vehicular device, network congestion information to the base station when the network congestion indication parameter meets the trigger condition for reporting a network congestion measurement event; receiving, by the vehicular device, a second periodic status message sending parameter that is sent by the base station according to the network congestion information.

Abstract: The present invention provides a method and an apparatus tear scheduling a transmission resource in a vehicular network, so as to resolve problems in the prior art that signaling overheads of a base station are increased and load of the base station is increased because a manner of scheduling by the base station is used to obtain a transmission resource. The method is: receiving, by a terminal, micro network system information that is sent by a node and that carries a micro network identifier and a node identifier, so as to access a micro network; when a communication task is generated, determining a target resource scheduling manner according to the communication task; obtaining a target transmission resource in the accessed micro network according to the determined target resource scheduling manner; and eventually sending, based on the target transmission resource, data that corresponds to the communication task.

Abstract: Embodiments of the present invention provide a cell handover method and a device. so that the target eNB uses a current serving small node as a user plane serving node after UE is handed over and uses the target eNB as a control plane serving node after the UE is handed over; receiving a handover request acknowledgment sent by the target eNB; and sending offloading configuration information of the current serving small node to the current serving small node, and sending RRC reconfiguration information of the UE to the UE, so that offloading configuration is performed separately by the current serving small node and the UE. This avoids a problem that in a cell handover process, a transmission resource required for transmission increases and a delay is relatively great because the current serving small node forwards a large amount of data to the target eNB.

Abstract: This disclosure provides an RRC message transmission method and apparatus, a terminal device, and an access network device, and belongs to the field of wireless communications technologies. A first access network device sends first configuration information to a terminal device, where the first configuration information includes multipath configuration information and a first trigger condition, the multipath configuration information includes configuration information of a plurality of second transmission paths, and each second transmission path includes a transmission link between the terminal device and one second access network device and an interface link between the first access network device and the second access network device. When a radio link between the terminal device and the first access network device meets the first trigger condition, the terminal device activates the multipath configuration information, and transmits a same RRC message to the first access network device by using a first transmission path and at least one second target transmission path. According to this disclosure, a same RRC message is transmitted by using a plurality of transmission paths, thereby improving RRC message reliability.
