    Abstract: Embodiments of this application provide a data transmission method and an apparatus, and relate to the communications field, to reduce power consumption and a delay for sending uplink data by a terminal device. The method includes: A terminal device receives a first resource configuration from a network device, where the first resource configuration is used to indicate a first resource, and the first resource is used by the terminal device to send data when the terminal device is in an idle mode; and when the terminal device is in the idle mode and has to-be-sent first uplink data, the terminal device sends the first uplink data to the network device on the first resource. The embodiments of this application are used in an Internet of Things communications system.

The method may include obtaining, by a MAC entity of a first communications device from an upper layer, first data on each of at least one first logical channel and second data on each of at least one second logical channel, where a service type or a destination address of the first data is different from a service type or a destination address of the second data. The method may also include generating, by the first communications device, a MAC PDU, where the MAC PDU includes the first data on each first logical channel and the second data on each second logical channel; and sending, by the first communications device, the MAC PDU through a direct link.

One example resource configuration method includes applying to a network device for semi-persistent scheduling by a terminal device.     Abstract: Embodiments of this application provide a random access method. The method includes: determining, by a terminal device, a second access carrier based on a pre-obtained access carrier information list and information about a first access carrier that is indicated by a base station and that can be used for access, where the access carrier information list includes information about all carriers that support random access; and then performing, by the terminal device, random access on the second access carrier. This reduces a probability of a collision between the terminal device and the another terminal device, and avoids interference on use of the another terminal device.

    Abstract: The present disclosure discloses a link re-establishment method, an apparatus, and a system. The method includes: obtaining, by user equipment UE, a MAC of the UE based on a NAS integrity key and a first MAC generation parameter, where the first MAC generation parameter includes an identifier of the UE; sending, by the UE, a re-establishment request message to a target RAN, where the re-establishment request message includes the MAC and the first MAC generation parameter; and receiving, by the UE, a re-establishment response message of the target RAN. The UE triggers, by sending the re-establishment request message, a CP functional entity to perform authentication on the UE. This resolves a prior-art problem that an excessively long time is consumed to re-establish a connection to a target RAN by using an RAU procedure, increases a speed of re-establishing a connection between UE and a network, and improves user experience.

    Abstract: Embodiments of the present application propose a feedback method for an uplink channel, and an apparatus. In the solution, instead of always sending a first common message or a first scheduling command in any case, a base station determines, only after determining whether a data packet to be sent by a terminal is the last data packet of the terminal, whether a to-be-sent message including an indication bit that is used to indicate whether the base station correctly receives the data packet sent by the terminal is the first scheduling command or the first common message. Alternatively, when the base station determines that the terminal needs to send a next data packet or needs to retransmit the data packet, an indication bit for the terminal in at least two indication bits is used to indicate uplink control information. Therefore, this avoids a waste of resources.
