A communication method including a base station and user terminal that is configured to communicate by using an unlicensed frequency includes receiving, from the base station, a message including first and second information. The first information is information regarding a configuration for the user terminal to report a measurement result in the unlicensed band, and the second information is information regarding a configuration of carrier aggregation. The method includes the user terminal measuring power in the unlicensed frequency and reporting, to the base station, percentage where the measured power exceeds a threshold value in a measurement period, according to the first information, and communicating with the base station by using the unlicensed frequency as a secondary carrier in the carrier aggregation, according to the second information.

A user terminal comprises a receiver configured to receive, configuration information configuring measurement for a queuing delay of data packet in an uplink, from a radio base station in a dedicated manner; a controller configured to perform the measurement; and a transmitter configured to report a result of the measurement to the radio base station per unit time. The configuration information includes information indicating length of the unit time and threshold information indicating a threshold related to the queuing delay. The controller is configured to perform the measurement per unit time. The transmitter is configured to report the result of the measurement upon measuring the queuing delay exceeding the threshold within the unit time. The transmitter is configured to not report the result of the measurement upon measuring the queuing delay not exceeding the threshold within the unit time.

A user terminal performs dual connectivity communication with a first base station and a second base station. The user terminal comprises a controller configured to perform a process of transmitting data belonging to a split bearer to the first base station via a first transmission path passing through the first base station and a second transmission path passing through the second base station. The controller is configured to when performing the process of transmitting the data to the first base station, autonomously distribute the data to the first transmission path and the second transmission path without relying on an instruction from the first base station.

A communication system according to an embodiment includes: a cellular base station; and a wireless local area network (WLAN) management apparatus configured to manage one or more WLAN access points. The WLAN management apparatus is used for a cellular-WLAN aggregation in which data of a user terminal is transmitted and received using both a cellular communication and a WLAN communication while the user terminal maintains a radio resource control (RRC) connection with the cellular base station. A direct communication path bypassing a core network is established between the cellular base station and the WLAN management apparatus.

A communication control method according to a first aspect includes: starting, by a user terminal, communication according to a dual connectivity scheme, by setting a first base station as a master base station and setting a second base station as a secondary base station; and performing a procedure for changing roles of the master base station and the secondary base station, between the first base station and the second base station. The master base station is a base station that establishes an RRC connection with the user terminal in the dual connectivity scheme. The secondary base station is a base station that provides additional radio resources to the user terminal in the dual connectivity scheme.

A communication control method is a method for performing offload to transfer a traffic load of a cellular base station to an access point. The communication control method comprises a step of maintaining without releasing the first connection, by a user terminal that have established a first connection with the cellular base station, even when the offload is started after establishing a second connection with the access point; and a determining step of determining, by the user terminal, whether the offload is continued or canceled after the offload is started.
