A system for managing incidents includes an electronic display, an electronic processor coupled to the electronic display, and memory coupled to the electronic processor and storing instructions. The instructions, when executed by the electronic processor, cause the system to display an incident card on the electronic display, display first incident information on a front side of the incident card, receive a first user input indicating to flip to a back side of the incident card, determine user focus information, generate second incident information based on the user focus information, and display a back side of the card responsive to receiving the first user input. The back side includes the second incident information.

A method and apparatus for task-based allocation of services at an incident scene include determining assignments for a plurality of users at the incident scene, each of the plurality of users comprising a mobile device; identifying a group of the plurality of users performing a similar function near one another or at a same area; determining if the group is likely to be separated from a wireless local area network at the incident scene; and, in response to determining that the group is likely to be separated from the local area network, allocating service instances on at least one mobile device associated with the group.

An interoperability gateway performs a method for setting Quality of Service for a bearer in response to an emergency event. The method includes the interoperability gateway performing: receiving a indication of an emergency event for a first user, wherein the first user is operating a first device in a first network of a first network type; responsive to receiving the indication, determining a set of devices related to the first user, wherein the set of devices includes the first device and at least a second device operating in a second network of a second network type; instructing the second network to modify at least one Quality of Service setting for the second device.

A method and apparatus are provided for controlling network access in a wireless communication system. An infrastructure device, which may reside in, or be communicatively coupled to, any of an access network, a core network, and a service network, implements a device class prioritization control function (DCP-CF) that receives a geographical location of an incident, determines one or more of a cell and an access node corresponding to the geographical location, determines one or more access class barring parameters for the cell and/or access node, determines whether to enable access class barring at the cell and/or access node and, in response to determining to enable access class barring at the cell and/or access node, provides the one or more access class barring parameters to the cell and/or access node.

Primary and/or secondary communication groups can be assigned to users with communication devices arranged in a hierarchy (FIG. 4). A set of humans are assigned to a role in a role-based hierarchy. A communication device (404) is assigned to the set of humans for communication over a network. One or more secondary communication groups are determined for the communication device (120). The one or more determined secondary communication groups are primary communication groups of other devices used by one or more other humans assigned roles in the role-based hierarchy. Secondary communication group settings are programmed for the communication device (124), where the group settings are consistent with the determined secondary communication groups.
