Abstract: A method for adaptive MV precision is disclosed. According to one embodiment, whether to use or not to use the adaptive MV precision for a current block is determined according to a prediction mode/partition type of the current block. If the adaptive MV precision is used, a current MV precision is determined for a current MV of the current block, and the current MV is encoded or decoded at the current MV precision. If the adaptive MV precision is not used, the current MV is encoded or decoded at a finer MV precision. In another embodiment, a value of a current adaptive MV precision flag is selected for a current block to indicate whether to use or not to use the adaptive MV precision for a current block according to a prediction mode/partition type of the current block.

Abstract: A method of video coding with reduced implementation cost by reusing transform coefficient buffer palette for palette coding is disclosed. If the current prediction mode is an Intra prediction mode or the Inter prediction mode, information related to transform coefficients for prediction residual of the current block resulted from Intra prediction or Inter prediction is stored in the transform coefficient buffer. If the current prediction mode is the palette coding mode, information related to palette data associated with the current block is stored in the transform coefficient buffer. The current block is then encoded or decoded based on the information related to the transform coefficients if the current block is coded in the Intra prediction mode or the Inter prediction mode, or the information related to the palette data stored in the transform coefficient buffer if the current prediction mode is the palette coding mode.

Abstract: A method and apparatus for significance map context selection are disclosed. According to the present invention, the TUs are divided into sub-blocks and at least two context sets are used. Non-DC transform coefficients in each sub-block are coded based on the same context, context set, or context formation. The context, context set, or context formation for each sub- block can be determined based on sub-block index in scan order, horizontal sub-block index, vertical sub-block index, video component type, TU width, TU height, or any combination of the above. In one embodiment, the sum of the horizontal and the vertical sub-block indexes is used to classify each sub-block into a class and the context, context set, or context formation is then determined according to the class.

Abstract: A method and apparatus for inter-layer prediction for scalable video coding are disclosed. Embodiments of the present invention utilize weighted prediction for scalable coding. The weighted prediction is based on the predicted texture data and the inter-layer Intra prediction data derived from BL reconstructed data. The inter-layer Intra prediction data corresponds to the BL reconstructed data or up-sampled BL reconstructed data. The predicted texture data corresponds to spatial Intra prediction data or motion-compensated prediction data based on the second EL video data in the same layer as the current EL picture. Embodiments of the present invention also utilize the reference picture list including an inter-layer reference picture (ILRP) corresponding to BL reconstructed texture frame or up-sampled BL reconstructed texture frame for Inter prediction of EL video data. The motion vector is limited to a range around (0,0) when the ILRP is selected as a reference picture.

Abstract: A method for encoding luma intra mode using context adaptive entropy processing determines a current luma intra mode for a current block and determines whether a neighboring block of the current block within a region of an independently coded slice is on a different side of a boundary of the region from the current block. The method replaces prediction mode information associated with the neighboring block by DC mode if the neighboring block is on the different side of the boundary of the region from the current block, and forms data for processing a current syntax element associated with the current luma intra mode based on the prediction mode information associated with the neighboring block. In addition, the method performs context adaptive entropy encoding processing on the current syntax element according to the formed data.

Abstract: Methods, apparatus, and computer readable media configured to determine motion vectors for encoders and decoders are disclosed. A decoder receives compressed video data related to a set of frames. The decoder calculates, using a decoder-side predictor refinement technique, a new motion vector for a current frame from the set of frames, wherein the new motion vector estimates motion for the current frame based on one or more reference frames. The calculation includes retrieving a first motion vector associated with the current frame, executing a first portion of the decoding process using the first motion vector, retrieving a second motion vector associated with the current frame that is different than the first motion vector, and executing a second portion of the decoding process using the second motion vector.

Abstract: In a method and apparatus for video coding using Low-Frequency Non-Separable Transform (LFNST) mode, a coding unit (CU) is partitioned into one or more transform blocks (TBs). A syntax is determined at an encoder side or at a decoder side, where the determining step is performed by signaling the syntax at the encoder side or by parsing the syntax at the decoder side if one or more conditions are satisfied. The syntax indicates whether the LFNST mode is applied to the current CU and/or which LFNST kernel is applied when the LFNSF is applied, and the conditions comprise a target condition corresponding to that all target TBs in a target TB set have a TS mode indication as false, and the target TB set is selected from the TBs in the current CU. The current CU is encoded or decoded according to the LFNST mode.

Abstract: A method and apparatus of video coding, where according to one method, input data related to a current block in a current picture are received at a video encoder side or compressed data comprising the current block are received at a video decoder side. A first syntax at a high level in a video bitstream regarding residual coding type is signaled at the encoder side or parsed at the decoder side. A target coding mode is determined for the current block based on information comprising a value of the first syntax. The current block is encoded at the encoder side or decoded at the decoder side according to the target coding mode. The high level may correspond to a slice header or a picture header.

Abstract: Method and apparatus for constrained de-blocking filter are disclosed. One method receives input data related to a current block in a current picture at a video encoder side or a video bitstream corresponding to compressed data including the current block in the current picture at a video decoder side, and determines a first boundary associated with the current block, wherein the first boundary corresponds to one vertical boundary or one horizontal boundary of the current block. The method then applies de-blocking process to a reconstructed current block corresponding to the current block to result in a filtered-reconstructed current block, using a plurality of first reference samples at a same side of the first boundary, and replaces a first set of the first reference samples by one or more padding values. The method then generates a filtered decoded picture including the filtered-reconstructed current block.
