    Abstract: The present disclosure relates to a communication method and system for converging a 5th-Generation (5G) communication system for supporting higher data rates beyond a 4th-Generation (4G) system with a technology for Internet of Things (IoT). The present disclosure may be applied to intelligent services based on 5G communication technology and IoT-related technology, such as smart home, smart building, smart city, smart car, connected car, health care, digital education, smart retail, security and safety services. A handover method of a terminal in a mobile communication system according to the present disclosure includes transmitting UE capability information including a random access-free handover indicator to a first base station, receiving a handover command message from the first base station, and transmitting, when the handover command message includes uplink resource information, a handover complete message to a second base station based on the uplink resource information.

A method by a terminal includes while the terminal is in an inactive mode, receiving a paging message from a base station, identifying a paging identifier included in the paging message, if the paging identifier corresponds to a core network (CN) paging identifier, transmitting a first radio resource control (RRC) message, and if the paging identifier corresponds to a radio access network (RAN) paging identifier, transmitting a second RRC message.

    Abstract: A method by a wireless local area network (WLAN) termination (WT) node in a second radio access technology (RAT) is provided. The method includes receiving, from a base station in a first RAT, a WT addition request message including quality of service (QoS) parameters for at least one bearer; identifying access category information for the at least one bearer, based on the QoS parameters received from the base station; transmitting, to the base station, a WT addition request acknowledge message including an identity of admitted bearer among the at least one bearer and access category information of the admitted bearer based on the admitted bearer being an uplink bearer, the access category information of the admitted bearer being forwarded from the base station to a terminal; and receiving, from the terminal, data based on the access category information.

The method includes receiving a first radio resource control (RRC) message including information for RRC connection suspension, maintaining a signaling radio bearer (SRB) 0 and suspending a data radio bearer (DRB) and at least one other SRB based on the first RRC message, transmitting, to a base station, a second RRC message for requesting RRC connection resumption through the SRB0, receiving, from the base station, a third RRC message for the RRC connection resumption through an SRB1, and resuming an SRB2 and the DRB based on the third RRC message.
