    Abstract: Example resource configuration methods and devices are described. One example resource configuration method includes applying to a network device for semi-persistent scheduling by a terminal device. The terminal device receives configuration information sent by the network device, where the configuration information is used to configure a first semi-persistent scheduling resource for the terminal device. The terminal device configures the first semi-persistent resource for the terminal device based on the configuration information, and sends uplink data to the network device on the first semi-persistent scheduling resource.

    Abstract: Embodiments of the present invention provide a radio access control method. The method includes that a terminal device receives access control information sent by an access network device, wherein the access control information indicates a barred service type and a barred data transmission attribute to the terminal device; and the terminal device determines whether to send a radio resource control (RRC) connection request to the access network device based on the barred service type and the barred data transmission attribute; wherein the data transmission attribute comprises a transmission scheme type, the transmission scheme type is used to indicate a transmission scheme used by the terminal device for transmitting service data used by the terminal device. Thereby improving network resource utilization.

    Abstract: The present invention discloses a paging method, a device, and a paging system, and relates to the field of wireless communications technologies. The method provided in the present invention includes: receiving, by a base station, a paging message of machine-to-machine user equipment; calculating a paging location of the user equipment; determining a coverage level of the user equipment; and sending an air interface paging message to the user equipment according to the coverage level of the user equipment, and sending, in the paging location, paging scheduling information, where the paging scheduling information is used to indicate a location in which the air interface paging message is sent, and the air interface paging message includes the paging message of the user equipment.

    Abstract: Embodiments of the present invention provide a cell selection and reselection method and apparatus, so as to resolve a problem existing in the prior art that repeated reception of data by using an existing cell selection and reselection method causes a waste of resources and an increase in power consumption. The cell selection method includes: measuring signal quality of a cell, and acquiring a coverage class offset value that is preconfigured by a network side for the cell; and selecting a target cell according to the signal quality of the cell and the acquired coverage class offset value of the cell.

    Abstract: A base station encodes antenna configuration information of a neighboring cell of a first cell, and sends encoded information relating to the antenna configuration information of the neighboring cell to a user equipment (UE). The UE is capable of communicating with the base station in the first cell. The UE receives the encoded information; decodes the antenna configuration information of the neighboring cell from the encoded information; and performs determination of predetermined time-frequency resource according to the antenna configuration information of the neighboring cell. The predetermined time-frequency resource is used by a base station of the neighboring cell for transmitting pilot measurement information.

Technical solutions provided in the embodiments of this application are as follows: A core network device obtains a first indication message, where the first indication message is used to indicate that a terminal completes a cell change or a cell reselection. The core network device sends downlink data to a target base station, where the target base station is a base station to which the terminal is connected after completing the cell change or the cell reselection.
