Abstract: A quality of service (QoS) resource allocation method and apparatus, where the method includes receiving service information from then, sending a QoS resource request message that carries the service information to a policy and charging rules function (PCRF) corresponding to the terminal, where the QoS resource request message requesting the PCRF to allocate a QoS resource to a terminal service, and receiving a request response message from the PCRF indicating whether the QoS resource is successfully allocated to the terminal service. Abstract: A method for reporting UE capability information includes: obtaining, by user equipment (UE), UE capability information of the UE; when the size of the UE capability information exceeds the maximum tolerance that can be processed by the PDCP layer of the UE, splitting the UE capability information into at least two pieces of UE capability information, where each piece does not exceed the maximum tolerance that can be processed by the PDCP layer; and reporting at least one piece of the at least two pieces of UE capability information to a network side device. According to this method, the UE capability information is split on a UE side, and reported to the network side device for a plurality of times, so as to avoid an error caused when the UE capability information exceeds the maximum tolerance that can be processed by the PDCP layer, and ensure normal operating of a UE capability information reporting process.

Abstract: The present invention relates to a scheduling request transmission method, so as to effectively transmit a scheduling request when scheduling request resources are configured on multiple carriers. The terminal receives a configuration parameter for a scheduling request from a base station; when the scheduling request is triggered, the terminal sends the scheduling request on a selected one carrier of multiple carriers according to the configuration parameter. Scheduling request resources are assigned to the terminal on multiple carriers by sending the configuration parameter, so that the terminal can send the scheduling request on the selected one carrier of the multiple carriers according to the configuration parameter. Abstract: A random access method and apparatus are provided. The method includes: a terminal device obtains a position of the terminal device and a position of a network device, the terminal device determines a time adjustment value based on the position of the terminal device and the position of the network device, and the terminal device sends a random access preamble based on the time adjustment value and a random access channel (RACH) resource configured by the network device. Based on this solution, the terminal device may determine the time adjustment value based on the position of the terminal device and the position of the network device, and adjust a time for sending the random access preamble on the RACH resource. This helps avoid a problem that random access preamble receiving time windows overlap, thereby increasing a success rate of accessing the network device by the terminal device.
