摘要： A normalized activity calculating unit calculates a normalized activity that is calculated from luminescence component pixel values of an original image on the basis of information from an information buffer, such as bit rate, an amount of bits generated in each frame, and an amount of bits generated and a quantization step size in each macroblock. The normalized activity calculating unit then outputs the normalized activity to a code amount control unit. The code amount control unit calculates a quantization scale code corresponding to a target bit rate, which quantization scale code matches visual characteristics, using the normalized activity inputted from the normalized activity calculating unit, and then outputs the quantization scale code to a quantizing unit. The quantizing unit quantizes discrete cosine transform coefficients inputted from a band limiting unit on the basis of the quantization scale code inputted to the quantizing unit.

摘要： The invention provides an image information conversion apparatus and method by which picture quality deterioration caused by conversion from inputted MPEG2 image compression information into MPEG4 image compression information to be outputted is prevented. When an I picture of an MPEG2 bit stream is to be converted into a P-VOP of an MPEG4 bit stream based on an estimated value of the complexity for each VOP, a scene change detection section detects whether or not the I picture includes a scene change. If a scene change is detected by the scene change detection section, then a GOV structure determination section determines that conversion of the I picture of the MPEG2 bit stream into a P-VOP of an MPEG4 bit stream should not be performed.

摘要： The present invention is directed to an image information encoding apparatus, used in receiving compressed image information through network media when processing of such compressed image information is performed on storage media. A picture sorting buffer delivers information of picture type of frame Picture_type to a picture type discrimination unit. The picture type discrimination unit transmits command to a motion prediction/compensation unit on the basis of that information. The motion prediction/compensation unit generates predictive picture by using filter coefficients having the number of taps lesser than that of P picture with respect to B picture for which operation quantity and the number of memory accesses are required to more degree as compared to P picture on the basis of that command.

摘要： An image decoding method includes decoding encoded image data to generate a decoded image signal including a luma signal and a chroma signal. The method further includes scaling, when a reference field is a top field while a current field is a bottom field for motion estimation and when the decoded image signal is in a format in which the number of chroma pixels is vertically different from the number of luma pixels, a chroma motion vector of the chroma signal by mv/2+¼, where mv is a vertical component in a luma motion vector of the luma signal. The method also includes performing motion compensation of the decoded image signal using the scaled chroma motion vector.

The decoding process includes performing, in a dequantization unit in the image decoding apparatus, dequantization such that a quantization parameter is weighted by an addition operation that adds the weight by addition, and the dequantization is performed on each chroma and luma component of the quantized coefficients using quantization step sizes, said luma component being weighted by the quantization parameter; and performing, in a transform unit in the image decoding apparatus, an inverse orthogonal transform.
