A cosmetic composition in the form of an oil-in-water emulsion methods of using and producing cosmetic compositions is provided. The cosmetic composition includes an aqueous phase, an oil phase comprising a water-in-oil emulsifier, and an oil stabilizing component. The water-in-oil emulsifier is at concentration, by weight, of about 0.01% to about 6.0%, based upon weight of the composition. The oil stabilizing component includes one or both of an amphiphilic compound or a surfactant having an HLB of 13 or greater added to the aqueous phase. The oil stabilizing component is at a concentration, by weight, of about 0.01% to about 1.0%, based upon weight of the composition. The oil-in-water emulsion has an increased water load relative to water-in-oil emulsions without having an increased viscosity.

Disclosed are cosmetic compositions and methods for making up keratinous tissue using the compositions, as well as methods of making the compositions. The compositions contain a photoluminescent polymer (PLP) which is an oligomeric polyester synthesized from a multifunctional monomer and a diol, and which has grafted thereon an amino acid or an amino acid derivative. The compositions achieve a colorizing and/or UV-protectant effect when applied to keratinous tissue.

These objects and others may be accomplished with the present invention, the first embodiment of which provides an oil-in-water nanoemulsion, which includes: an oily phase dispersed in an aqueous phase; (i) at least one amphiphilic lipid selected from the group including nonionic amphiphilic lipids, anionic amphiphilic lipids, and combinations thereof; and (ii) at least one water-soluble nonionic polymer selected from the group including homopolymers and copolymers of ethylene oxide; polyvinyl alcohols; homopolymers and copolymers of vinylpyrrolidone; homopolymers and copolymers of vinylcaprolactam; homopolymers and copolymers of polyvinyl methyl ether; neutral acrylic homopolymers and copolymers; C1-C2 alkyl celluloses and their derivatives; C1-C3 alkyl guar; C1-C3 hydroxyalkyl guar; and combinations thereof; wherein a ratio of the weight of the oily phase to the weight of the amphiphilic lipid (i) ranges from 1.2 to 10; and wherein the oily phase includes oil globules having a number-average size of less than 100 nm.
