Abstract: A method for mobility management, an apparatus and a User Equipment (UE) are disclosed. The method includes: obtaining cell set information sent by a cell set in an access network; selecting a target cell set to which a UE may hand over according to the cell set information, and sending information about selection of the target cell set to the target cell set; and receiving information about at least one target cell decided by the target cell set, and providing the information about the target cell to the UE for handover. The method for mobility management between cell sets simplifies mobility management in multi-cell communication and improves performance of the communication system.

The method part in the embodiments of this application includes: determining, by an access network device, a target time interval in which user equipment monitors a downlink control channel; and sending, by the access network device, uplink resource scheduling information to the user equipment by using the downlink control channel in the target time interval.

Abstract: A system information sending method is provided, to resolve a technical problem that UE may not receive a paging message when a DRX cycle is greater than an MP. A network device may separately set a modification period (namely, a first period) for first-type system information (which, for example, may include paging configuration information), to ensure that the first-type system information is not to be modified in the first period. For example, the first period may be greater than a DRX cycle. In this way, when a terminal device wakes up based on the DRX cycle, a time when the terminal device wakes up is still in the first period. The terminal device may normally receive a paging message indicating that the paging configuration information is to be modified, thereby obtaining new paging configuration information in time and avoiding missing a subsequent paging message.

Abstract: Example communication message sending methods and apparatus based on backoff duration are described. One example method includes that a terminal device sends an access request to a cell to which the terminal device belongs. The terminal device monitors a downlink control channel, and receives an access response message based on scheduling information on the downlink control channel. If the access response message carries a backoff access identifier, the terminal device determines a backoff parameter corresponding to the backoff access identifier in the access response message based on a correspondence that is pre-stored and that is between the backoff access identifier and the backoff parameter. The terminal device determines backoff duration based on the backoff parameter and an access resource interval period corresponding to the terminal device, and sends an access request to the cell after the backoff duration.

Abstract: A base station encodes antenna configuration information of a neighboring cell of a first cell, and sends encoded information relating to the antenna configuration information of the neighboring cell to a user equipment (UE). Abstract: This application relates to the field of wireless communications technologies, and in particular, to a system message transmission technology, so as to resolve a system message update problem of a terminal device with DRX cycle. This application provides a terminal device, including: a receiving module, configured to receive a first system message; and a processing module, configured to: obtain first indication information from the first system message, and update system messages other than the first system message according to the obtained first indication information, where the first system message is periodically sent, and occupies a fixed physical resource location. The first indication information is sent in the first system message instead of a paging message. The terminal device may update the system messages other than the first system message according to the indication information, thereby updating all system messages.
