Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive, from a base station associated with a first radio access technology (RAT), a neighbor cell list including entries for at least a first set of neighbor cells and a second set of neighbor cells, the first set of neighbor cells and the second set of neighbor cells associated with a second RAT. The UE may determine that the first set of neighbor cells is associated with a first network operator and that the second set of neighbor cells is associated with a second network operator. The UE may measure at least one neighbor cell of the neighbor cell list based at least in part on prioritization of the first set of neighbor cells relative to the second set of neighbor cells. Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may detect, while operating in an out-of-service (OOS) mode associated with a first network, that a second network satisfies one or more switching criteria. The UE may increase a time duration associated with a periodic network acquisition scan associated with the first network based at least in part on detecting that the second network satisfies the one or more switching criteria. The UE may switch, while operating in the OOS mode, from using the first network for connectivity to using the second network for connectivity based at least in part on detecting that the second network satisfies the one or more switching criteria. The UE may store the trigger event for the conditional handover in a buffer of the UE. Abstract: A multi-SIM user equipment (UE) can perform link failure operations associated with a first universal subscriber identity module (USIM) in an active state during a time gap when the UE can perform a network operation on a second USIM in a non-active state. The UE can monitor a failure event associated with the first USIM using a first procedure. The failure event includes a radio link failure, a beam failure, and/or a listen-before-talk (LBT) failure. The UE can transmit a request to a network entity for a time gap to perform a network operation associated with the second USIM, while the first USIM remains in a radio resource control (RRC) connected state during the time gap. The UE can monitor, using a second procedure during the time gap, the failure event associated with the first USIM.

Abstract: In a dual network link scenario, a wireless network may provide a user equipment (UE) with a measurement configuration indicating multiple inter-frequency measurement objects during an off duration of a discontinuous reception (DRX) cycle configured on a first network link. The UE may assign the inter-frequency measurement objects to a second network link if the second network link has an always-on configuration. Alternatively, if the second network link has a DRX configuration, the UE may perform some inter-frequency measurement activities on the first network link and assign some inter-frequency measurement objects to unoccupied gap occasions in the off duration for the DRX cycle configured on the second network link. In this way, the UE may save power by spending more time in a low power state, and mobility performance for the UE may be improved by increasing the efficiency and reliability of inter-frequency measurement activities.

In some aspects, a user equipment (UE) may determine whether a slot timing difference, between a first cell and a second cell for a dual connectivity mode, satisfies a threshold value, where the first cell is a serving cell associated with a first radio access technology (RAT) and the second cell is a serving cell or a candidate cell associated with a second RAT. The UE may perform an operation to prevent the dual connectivity mode with the second cell, establish the dual connectivity mode with the second cell, maintain the dual connectivity mode with the second cell, or terminate the dual connectivity mode with the second cell based at least in part on whether the slot timing difference satisfies the threshold value.
