An apparatus and a method for plasma surface treatment which treats a surface of a treatment portion of an electrically conductive object using ions from plasma are disclosed. The apparatus includes a connector electrically connected to the treatment portion for applying negative voltage pulses to the treatment portion; a pulse voltage generating unit electrically connected to the connector; and magnetic cores disposed at the boundary of the treatment portion for preventing electric current caused by the negative voltage pulses applied to the treatment portion from flowing across the boundary of the treatment portion is provided. The apparatus and method for plasma surface treatment can confine the treatment portion by using negative high voltage pulses and magnetic cores. Also, the apparatus and method can apply negative high voltage pulse to the treatment portion of an electrically grounded object such as a metal sheet coil and a metal wire coil.

The present invention provides a method for determining the occurrence of ice blocking in an electrode surface in real time by analyzing minimum cell voltages of a fuel cell stack and, at the same time, distinguishing the occurrence of ice blocking in an anode from the occurrence of ice blocking in a cathode.In preferred aspects, the present invention provides a method for detecting ice blocking of a fuel cell stack, the method including: (a) periodically calculating a minimum cell voltage of a fuel cell stack from cell voltages measured by a cell voltage monitoring system while reactant gases are supplied to the fuel cell stack; (b) calculating a change in the minimum cell voltage using a currently calculated minimum cell voltage and a previous minimum cell voltage; (c) determining whether the change in the minimum cell voltage is above a predetermined reference value; and (d) determining that the ice blocking occurs in an anode of the fuel cell stack when the change in the minimum cell voltage is above the reference value.

The present invention provides a method for controlling output of a fuel cell to improve fuel efficiency of a fuel cell hybrid vehicle, in which the fuel cell is operated at a constant power at a maximum efficiency point, wherein the fuel cell and a storage means are directly connected if the output and energy of the storage means is insufficient, and the power generation of the fuel cell is stopped when the level of energy of the storage means is increased during stopping or during low power operation such that the fuel cell is intensively operated at the maximum efficiency point, thus improving the fuel efficiency of the fuel cell and the efficiency of the fuel cell system.
