The present invention may improve the transmission efficiency, and reduces multicast on backbone routers, thereby improving the scalability of the network.

The present invention can not only make the multicast distributing tree reconstruction caused by moving of the MH less frequent, but also avoid a too long tunnel form between the DMA and the MSA of a foreign multicast sub-networks, thereby optimizing the transmission path of the multicast packet. The present invention can also make the best use of network resources, and prevent the DMA from becoming the bottleneck of network communication while avoiding tunnel congregation.
