A processor configured to select a first propagation scheme when a distance over which a radio wave transmitted from a transmission device in the second system at a frequency not used by the first system can travel from a position of the transmission device is greater than a threshold, and select a second propagation scheme resulting in a propagation distance smaller than a propagation distance of the first propagation scheme when the distance over which the radio wave can travel is smaller than the threshold. The processor configured to calculate a propagation distance of the transmission radio wave by using a propagation scheme selected by the selection unit, and to determine that the second system can utilize the transmission radio wave when a propagation distance of the transmission device does not reach a propagation scope of a radio wave of a frequency that can be used by the first system.

A communication control apparatus includes a communication quality determining unit, a rank value calculating unit, and a download control unit. The communication quality determining unit acquires wireless communication qualities of a plurality of mobile stations. The rank value calculating unit calculates a reference value to determine mobile stations to be data download destinations by using the wireless communication qualities acquired by the acquiring unit, compares the reference values of the respective mobile stations at a first time point, and determines mobile stations to be the data download destinations in order from a mobile station whose reference value is the highest based on results of the comparison. The download control unit downloads data to the mobile stations determined as the data download destinations by the rank value calculating unit.

A communication control device includes a traffic monitoring unit, the number of ranks calculation unit, a rank value calculation unit, a communication control unit, and a download unit. The traffic monitoring unit monitors a traffic amount between a content server and a base station. The number of ranks calculation unit calculates the number of rank values that servers as a reference for determining a download destination mobile station of data based on a monitoring result by the traffic monitoring unit. The rank value calculation unit calculates the rank value for each mobile station using the number and radio communication quality of a plurality of mobile stations. The communication control unit determines the download destination mobile station in order from a mobile station having a high rank value at a determination timing. The download unit downloads the data to the mobile station determined as the download destination.
