In one implementation, a common reference time and a set of geographical location coordinates are scanned for by a mobile station. A first beacon region is selected based on the set of geographical location coordinates. A device-to-device beacon transmission is scanned for during a beacon window of the first set of periodic beacon windows.

A mobile station (MS) receives a message to change a primary cell and to perform a random access communication with a new primary cell. Upon receiving a random access response message from the new primary cell, the MS starts transmitting a control channel to the new primary cell. In one embodiment, the MS releases the configuration of an uplink control channel and transmits uplink control information through an uplink shared channel. Upon completion of the primary cell change procedure, the MS starts transmission of an uplink control channel to the new primary cell.

Disclosed are methods for carrying out device-to-device (“D2D”) communication. In one implementation, a user equipment (“UE”) communicates D2D with another UE using uplink radio resources. The first UE receives a downlink signal from a base station and determines the reception time. The first UE also receives a timing advance for uplink communication. Based on the reception time and the timing advance, the first UE determines an uplink transmission time. When transmitting to the second UE, however, the first UE does not transmit at the determined UL transmission time. Rather, the first UE delays its D2D transmission for a period of time that is based on the second UE's uplink timing advance.
