    Abstract: A communication method and a communication apparatus are provided, which relate to the field of communication technologies. The communication apparatus includes a communication protocol module and a QUIC module. The communication protocol module is configured to send a first request to establish a first PDU session for a first data network, receive a first response indicating that the first PDU session is successfully established, and after receiving the first response, send, to the QUIC module, a first notification including a first IP address. The QUIC module is configured to, after receiving the first notification, send, to an application server of the first data network, a second request to establish a first QUIC connection, and receive a second response that indicates that the first QUIC connection is successfully established. An IP address on a terminal device side of the first QUIC connection is the first IP address.

In an embodiment, a system includes a mobility management entity (MME) and at least two a mobile switching center (MSCs), wherein the at least two MSCs comprise a first MSC capable of supporting a circuit switched fallback (CSFB) and a single radio voice call continuity (SRVCC) and a second MSC not capable of supporting the SRVCC, and wherein the MME is configured to select the first MSC for a user equipment (UE) from the at least two MSCs in a combined tracking area update procedure of the UE when a location service of a circuit switched (CS) domain triggers an SRVCC procedure for the UE and when the UE has a Voice over Internet Protocol (VOIP) service in progress.

The method is applied to a control plane node, and includes: receiving a location area identity sent by an access node, where the location area identity is sent by the access node when receiving an access request sent by user equipment, and is used to indicate a location area in which the user equipment is currently located; determining at least one local network identity based on the location area identity, and sending the at least one local network identity to the user equipment; receiving a connection establishment request sent by the user equipment, where the connection establishment request carries a first local network identity selected by the user equipment based on the at least one local network identity; and establishing a connection between the user equipment and a first local network based on the first local network identity application.

The method includes: determining whether a type of a current procedure allows a Serving Gateway (SGW) to change a Tunnel Endpoint Identifier (TEID) and/or an Internet Protocol (IP) address; and sending an modify bearer request message to the SGW, in which the modify bearer request message is used for notifying the SGW of whether the SGW is allowed to change the TEID and/or the IP address.     Abstract: Embodiments of the present invention provide a method, apparatus, and system for a handover to a circuit switched domain. The method includes: selecting an MSC capable of both CSFB and SRVCC for a UE; and selecting, if a location service of a CS domain triggers an SRVCC procedure for the UE when the UE has a VOIP service in progress, the MSC capable of both CSFB and SRVCC in the SRVCC procedure, so that the UE, after being handed over to the CS domain, accesses the MSC and implements the location service of the CS domain. The apparatus includes: a first selecting module and a second selecting module. The system includes a UE and the apparatus. The embodiments of the present invention enable the UE with the VOIP service in progress to be correctly handed over to the CS domain and implement the location service.
