The resistor forming step includes forming a heating resistor at a position on the heat accumulating layer. The position is opposed to the concave portion. The concave portion forming step further includes processing an inner surface of the concave portion on a side of the insulating substrate to have surface roughness Ra of 0.2 μm or more.

An inorganic material has heat conductivity higher than that of a resin material and is contained in the resin layer (5) to enhance a coefficient of heat conductivity of the resin layer (5), whereby the resin layer (5) can be heated rapidly and uniformly. Consequently, the resin layer (5) can be opened stably with low activating energy, which is suitable for a portable label issuing device.
