In some angle-limitation embodiments, the UE may be configured to receive the angle threshold that is broadcasted by a target pico eNB using the SIBs which may be transmitted on the DL-SCH. In some minimum-distance threshold embodiments, the UE is configured to calculate the angle threshold from a distance threshold and a distance to a target pico eNB.

One method can include the node identifying at least one small cell PCI of a plurality of small cells in a macro cell. Each small cell PCI can be associated with a low power node (LPN) in the HetNet. The node can generate a small cell PCI list to include the at least one small cell PCI. The node can broadcast the small cell PCI list to a wireless device.
