The V-frames are encoded using only spatial prediction. Then, the V-frames are inserted periodically in an encoded bit stream to provide random temporal access to the multiview videos. Additional view dependency information enables the decoding of a reduced number of frames prior to accessing randomly a target frame for a specified view and time, and decoding the target frame. The method also decodes multiview videos by maintaining a reference picture list for a current frame of a plurality of multiview videos, and predicting each current frame of the plurality of multiview videos according to reference pictures indexed by the associated reference picture list.

Above a predetermined engine speed coolant is introduced into the lower water jacket portion from the upper water jacket portion so as to provide improved cooling of the lower cylinder portions, without compromising cooling of the upper cylinder portions or the conjoined cylinder wall portions. The water jacket insert enhances coolant flow velocity at the siamesed or conjoined portions of the cylinder walls, and directs incoming initially coolant over the exhaust-side of the cylinders. Use of the insert reduces circumferential and axial intra-cylinder temperature deviations as well as inter-cylinder temperature deviations.

A adaptive complexity control algorithm is proposed to reduce the complexity of H.264 motion estimation. The main idea is to limit the complexity of motion estimation based on the expected RD coding gain loss. In order to efficiently reduce the complexity to desired level, ACC is designed to provide complexity scalability in motion estimation so as to provide flexible tradeoff between video quality and computational complexity. With the proposed algorithm, we demonstrate that complexity of motion estimation can be reduced by ¾ without significant RD performance degradation.

A method and system transcodes an input video based on a first transformation kernel to an output video based on a second transformation kernel. The first and second transformation kernels are different, and the transcoding is performed entirely in a transform-domain. Coefficients of a single transform kernel matrix are determined. Then, input coefficients of the input video are converted to output coefficients of the output video using only the single transform kernel matrix. The input video can be based on DCT coefficients, and the output video can be based on HT coefficients. Alternatively, the input video can be based on HT coefficients, and the output video can be based on DCT coefficients. In addition, the ouput video can have a reduced a spatial resolution from the input video.
