For predetermined data expressing an image frame of a first image, the bit extraction means extracts a predetermined number of bits which is smaller than the number of bits required for expressing one data piece. By using a value expressed by the bit string extracted by the bit extraction means and a value of data equivalent to the data to be extracted from the bit string in a second image, the image quality evaluation means estimates a difference between the first image and the second image and evaluates the image quality of the first to image or the second image.

Further, a cast steel material that contains vanadium V of 0.1 to 5 mass % in addition to the above elements of the material is also obtained. For these cast steel materials, since martensitic transformation occurs merely by performing a sub-zero treatment, the tempering process can be comparatively easily performed, and machining in a desired shape is easily performed.
