The first impact member includes a core made of a first material having a first hardness, and a sleeve surrounding the core and made of a second material having a second hardness different than the first hardness. The first hardness is less than the second hardness.

In a first operating mode, the output device moves in a reciprocating manner without rotation along an axial direction. In a second operating mode, the output device rotates with an intermittently increasing torque about a circumferential direction. The switching device may include a limiting member and the limiting member can be moved between a first position and a second position. Further, in the first position the output device is in the first operating mode, and in the second position the output device is in the second operating mode.
