from 30 to 85 mass% of resin pellets (A) in which a polycarbonate resin having 2.7 to 3.4 of Mw/Mn at more than 40 mass% in the pellets (A); not less than 5 mass% and less than 25 mass% of phosphorus flame retardant (B); 0.1 to 1.0 mass% of polytetrafluoroethylene (C); 0 to 50 mass% of polycarbonate resin flake (D); 0 to 30 mass% of styrenic copolymer resin (E); and 0 to 15 mass% of another additive (F) other than the (B) and (C) are kneaded by the twin screw extruder in a kneading section with a screw configuration consisting of two or more selected from R kneading disc, N kneading disc, L kneading disc, L screw, sealing ring, mixing screw and rotor screw, at a screw rotation speed of 370 to 830 rpm, with the torque density applied to a screw shaft being 6.0 to 16.0 Nm/cm3, and are extruded as a strand from the extruder and then cut.-

Further, the liquid is a liquid obtained from any of a waste liquid after an aqueous emulsion of a fluoropolymer is coagulated and the fluoropolymer is separated, an aqueous liquid obtained by cleaning an exhaust gas in a step of drying and/or a step of heat treatment of the separated fluoropolymer, and a liquid obtained by cleaning an anion exchange resin which has been brought into contact with the waste liquid or an aqueous dispersion obtained from the aqueous emulsion of the fluoropolymer, with an alkaline aqueous solution.
