A fuel absorbent is provided in which polymer particles having a fuel absorbing ability are contained or dispersed in a binder matrix permeable to fuel. The fuel permeates the binder and is absorbed by the polymer particles. A process is provided for making the fuel absorbent by mixing polymer particles having fuel absorbing ability with a binder dissolved in a solvent, to thereby obtain a dispersion mixture having the polymer particles dispersed therein. The dispersion mixture is then dried to cause the polymer particles to be dispersed in a matrix of the binder. The fuel absorbent has excellent durability and fuel absorbing/desorbing ability.

An evaporation loss control device provided with a polymer chamber filled with polymer absorbent, a charcoal chamber filled with charcoal, introduction and purging pipes for connecting the polymer chamber with a fuel tank and an engine intake passage, respectively, an air pipe for ventilation connected to the charcoal chamber, and a vapor passage, which has various forms. For example, the vapor passage may be formed in spiral to encircle the polymer chamber, or provided between the polymer and charcoal chambers, thus allowing the evaporated fuel to pass therethrough. The vapor passage is constructed to prevent the evaporated fuel trapped by the polymer absorbent from flowing into the charcoal chamber, and also to prevent the liquid fuel from being absorbed by the charcoal.

Devulcanized rubber in which sulfuric crosslinking bonds are cut and which contains carbon black particles having very small diameters. Vulcanized rubber of discarded products is devulcanized by heating it at a temperature of 180.degree. C. --350.degree. C. and applying a shearing pressure of 10-150 kg/cm.sup.2 thereto. Reclaimed rubber products are manufactured by vulcanizing and molding, into desired shapes, a material made of only devulcanized rubber in which sulfuric crosslinking bonds are cut and which contains carbon black particles having very small diameters or a material made of the devulcanized rubber mixed with virgin unvulcanized rubber.

A cross-linked polyurethane resin powder includes a powder including particles made from a hard or a semi-hard polyurethane resin. The particles have a superficial portion and an internal portion disposed inside the superficial portion, and involve cross-linked bondings therein. Part of the cross-linked bondings are unchanged, and another part thereof are broken to result in activated groups. At least part of the activated groups are exposed on the superficial portion of the particles. The cross-linked polyurethane resin powder is produced by hydrolyzing a hard or semi-hard polyurethane resin in the presence of water and in a temperature range of from a hydrolysis temperature of the resin to a liquefying temperature thereof, and by applying a predetermined shearing force to the resin. The cross-linked polyurethane resin powder can disperse well in resinous substrates, and can upgrade the physical properties of the resulting recycled products.

A process for reclaiming waste plastics having a paint film which includes subjecting the paint film to a hydrolysis treatment by immersing the waste plastics having a urethane paint film or an amino resin paint film in a treating liquid, or contacting the waste plastics with the vapor of a treating liquid, to decompose the paint into lower molecular weight compounds. The resulting waste plastics are then heated and kneaded to disperse the products of the hydrolysis in the waste plastics, and there is recovered a reclaimed waste plastics product having good mechanical properties.

A second kind of the composite resin material is composed of a hydrolysis product of crosslinking polyurethane resin and a solid filler, which are mixed with a nonreactive resin and a polymer alloy by kneading. A third kind of the composite resin material is formed by kneading a moisture-absorbing crosslinking polyurethane resin, a reactive resin and one of a reactive resin, a nonreactive resin and a polymer alloy composed of a resilient rubber material and a thermoplastic resin at a temperature of not less than the hydrolysis temperature of the crosslinking polyurethane resin and not less than the melting point of the one of the nonreactive resin and the polymer alloy.
