The present invention discloses a method and a device for transmitting data. The method includes: sending, by a base station, a time-frequency resource on which a communication equipment sends any one preamble to the base station on a physical random access channel and corresponding relationship between a physical random access feedback channel and a physical random access channel to a user equipment on a downlink resource through system broadcast; sending, by the communication equipment, any one preamble to the base station on the time-frequency resource, receiving random access feedback information sent by the base station, performing synchronization with the base station through a TA carried in the random access feedback information, sending an RRC connection request message to the base station on the time-frequency resource biased with a preset time, receiving an RRC establishment message sent by the base station, and then establishing an RRC connection with the base station.

The present invention discloses a method and an apparatus for transmitting uplink information. The method relates to a user equipment receives resource configuration indication information and subframe configuration indication information that are sent from a base station, where the resource configuration indication information is used to indicate at least one flexible subframe. The UE determines whether to transmit uplink information in the flexible subframe according to the subframe configuration indication information.
Abstract:
A method for transmitting a message, a UE and a network side device are disclosed. The method includes: receiving, by a network side device, a message reported by a first user equipment UE, where the first UE is a UE in a preset UE group; identifying the message, reported by the first UE, as an emergency message when the message carries a message identifier of the emergency message; and delivering the emergency message to another UE except the first UE in the preset UE group. After identifying a reported emergency message, a network side may immediately deliver the emergency message to each UE. Because the emergency message does not need to be uploaded to a CN and a server of a management center through the network side for delivering, a transmission delay of the emergency message is reduced, which improves a speed that the UE obtains the emergency message.

A method, an apparatus, and a system for implementing alarm event handling. The method includes: acquiring, by a first NodeB eNB, alarm event EM information reported by a user terminal UE; sending, by the first eNB, an EM notification that includes the EM information to at least one eNB that needs to be notified of the EM information, so that the at least one eNB sends the EM notification to a UE of the at least one eNB; and sending, by the first eNB, the EM notification that includes the EM information to a UE of the first eNB. By using the method, the apparatus, and the system according to the embodiments of the present invention, a signaling interaction process for alarm event handling in an emergency case is shortened, thereby greatly shortening a communications delay of a cellular network communications system and greatly reducing system load.

A mobility management method, user equipment, and a network device are provided. The mobility management method includes: receiving, by user equipment UE in a connected state, a handover-free UE identifier from a network device, where the handover-free UE identifier is used to uniquely identify the UE in a handover-free state in a handover-free area, and the handover-free area includes at least two cells; entering, by the UE, the handover-free state after meeting an activation condition, where in the handover-free state, the UE stores the handover-free UE identifier and a connection context that is of the UE in the connected state, and the UE does not execute a handover procedure when the UE moves in the handover-free area; sending, by the UE, the handover-free UE identifier to the network device after the UE determines that a deactivation condition is met.

Embodiments of the present invention provide a method for random access in an idle state and a device. The method includes: sending, by user equipment (UE), a random access preamble to a evolved NodeB (eNB), and receiving a random access response message that is sent by the eNB according to the random access preamble; sending, by the UE, a first message to the eNB according to first uplink grant information; and receiving, by the UE, second uplink grant information sent by the eNB, and sending to-be-sent data to the eNB according to the second uplink grant information. According to the method for random access in an idle state and the device provided in the embodiments of the present invention, accuracy of uplink resource allocation is improved during random access of UE in an idle state.

Resource scheduling includes pre-dividing a resource block RB into a plurality of sub-RBs and scheduling a UE by using a resource scheduling indication during data transmission to perform data receiving or sending in a position of a corresponding sub-RB. The resource block RB is pre-divided into a plurality of sub-RBs and during data transmission the UE is scheduled by using the resource scheduling indication to perform data receiving or sending in the position of the corresponding sub-RB, thereby improving resource utilization efficiency during transmission of a small data service and improving transmission efficiency of small data.

Embodiments of the present invention provide a capability matching method, an apparatus, and a system. The method includes: before a user equipment (UE) initiates a random access process, identifying, by the UE, a capability of a network side device, and when the UE identifies that the network side device is a network side device that does not support low cost machine type communication (LC-MTC), reselecting, by the UE, to access another network side device. By means of the capability matching method, the apparatus, and the system provided in the embodiments of the present invention, a problem that a capability mismatch occurs between a UE and a network side device is avoided, and a waste of authorized resources, extra power consumption of a UE, and an interruption of data transmission are avoided.

Embodiments of the present disclosure relate to the field of communications technologies, and provide a radio bearer reconfiguration method, a radio bearer establishment method, user equipment, and a base station. The method includes receiving, by a UE, a radio bearer reconfiguration indication sent by abase station, where the radio bearer reconfiguration indication includes a radio bearer identifier and a target configuration parameter, the radio bearer identifier indicates a target radio bearer that needs to be reconfigured, and the target configuration parameter corresponds to a configuration item of the target radio bearer that needs to be reconfigured; releasing, by the UE, the target radio bearer; and transmitting, by the UE, signaling and/or data on the corresponding target radio bearer according to the target configuration parameter.
