A carrier selection method and a base station are provided and are applied to the field of communications technologies. The carrier selection method includes: obtaining load status information corresponding to a control channel of a first base station on each carrier, where the load status information is used for indicating a load amount of the control channel; selecting, according to the load status information, from multiple carriers corresponding to the first base station, a carrier corresponding to a control channel with a relatively small load amount as an operational carrier for a second base station or a primary cell carrier for a user equipment served by the second base station. Carrier selection is implemented.

A method for configuring a cell includes the following steps. A network node obtains information for configuring serviceless Multicast Broadcast Single Frequency Network (MBSFN) sub-frames of a first cell; and the network node configures serviceless MBSFN sub-frames of a neighboring cell of the first cell by alternating the serviceless MBSFN sub-frames of the neighboring cell with the serviceless MBSFN sub-frames of the first cell according to the information for configuring the serviceless MBSFN sub-frames of the first cell. In the method for configuring the first cell, the serviceless MBSFN sub-frames of the neighboring cell alternate with the serviceless MBSFN sub-frames of the first cell, thereby reducing interference between cells and improving stability of the system.

The present invention relates to a wireless communication method, an access device, and a wireless communications system. The method includes: acquiring, by a first access device, uplink information of a second access device, where the first access device and the second access device are inter-frequency devices or inter-system devices; and receiving, by the first access device, an uplink signal of the second access device according to the uplink information, where the uplink information includes frequency information of an uplink of the second access device. According to the present invention, an objective that the first access device receives a signal sent by user equipment of the inter-system or inter-frequency second access device, and that the first access device identifies whether the user equipment falls within a coverage area of the first access device or is near to the first access device is achieved, thereby enhancing cooperation between different access devices.

The present invention discloses a wireless local area network discovery method, a device, and a system. The method specifically includes: acquiring an access point (AP) identifier of an AP of a wireless local area network and a first measurement result that is obtained by a first user equipment UE, where the AP identifier is associated with the first measurement result; acquiring a second measurement result that is obtained by a second UE; and determining, according to the second measurement result and the first measurement result, whether the second UE is located within coverage of the AP. By using the technical solutions in embodiments of the present invention, it may be determined that the second UE is located within the coverage of the AP, and the AP is accurately accessed when it is necessary.

Embodiments of the present disclosure relate to the field of communications technologies, and provide an RRC connection management method and apparatus, and a device. The method includes: sending, by UE when in an RRC idle mode, an uplink data request to an access network node by using a shared data sending resource, where the uplink data request includes uplink data and request information that is used for requesting to enter an RRC connected mode; and receiving, by the UE, an access network dedicated identifier of the UE from the access network node, where the access network dedicated identifier of the UE is determined by the access network node according to the request information, and the UE is in the RRC connected mode within a validity period of the access network dedicated identifier of the UE.

Embodiments of the present disclosure provide a method for accessing a network by a user equipment (UE), and an access device. The method includes: sending, by a source side access device, an access indication message to a UE, where the access indication message is used to instruct the UE to access a target side access device; or sending, by a source side access device, a first notification message to a target side access device, where the first notification message is used to instruct the target side access device to send, to a UE, access information used to instruct the UE to access the target side access device; and in a process in which the UE accesses the target side access device, maintains a connection between the UE and the source side access device.

A first carrier is configured for the first functional entity, and a second carrier is configured for the second functional entity. The second functional entity obtains first information, where the first information is first control information of the first functional entity, or is the first control information and second control information of the second functional entity, the first control information includes a first identifier, and the first identifier is used to indicate the first carrier; and the second functional entity sends the first information by using the second carrier.

Embodiments of the present invention relate to communications technologies, and provide a data transmission method and an apparatus. The method includes: sending, by a base station, a grouping instruction to a target terminal, where the grouping instruction is used to group, in a preset grouping manner, terminals in a cell in which the target terminal is located into N groups, totally or partially different resources are allocated to terminals in different groups of the N groups, and a resource corresponding to an ith group of the N groups is used by a terminal in the ith group in uplink non-scheduled transmission; and receiving data that is sent by the target terminal using a target resource. In the solutions, terminals in a cell are grouped, and terminals in a same group contend for a resource allocated to the group. This mitigates resource collision when an uplink non-scheduled transmission solution is used.

The present disclosure provides an uplink data packet transmission method. The method includes: determining, by a terminal device, a CP length of a first uplink data frame; if the terminal device is in a state of out of uplink synchronization with a base station and in an RRC connected state, or is in an RRC idle state, generating the first uplink data frame for an uplink data packet according to the CP length and sending the first uplink data frame to the base station. The CP length is greater than a CP length of an uplink data frame sent by a terminal device that is in a state of uplink synchronization and in an RRC connected state. Therefore, signaling procedures such as random access and uplink synchronization can be omitted, so that the terminal device can directly send the uplink data packet by performing signaling exchange once.
