摘要： A radio base station in a first mobile communication system is disclosed. The radio base station includes a radio communication unit; a network communication unit; and a determining unit. If a massage received by the network communication unit from a switching station indicates that a mobile station is requesting a service which is not provided in the first mobile communication system but which is provided in, a second mobile communication system and it is determined by the determining unit that a handover to the second mobile communication system cannot be conducted, the network communication unit requests the switching station to release a connection with the mobile station. Then the radio communication unit reports to the mobile station that the connection should be released in accordance with an instruction from the switching station.

摘要： A base station includes a connection processing unit that performs connection processes between user terminals registered in a user terminal registration unit and the base station, and between user terminals other than the user terminals registered in the user terminal registration unit and the base station; a resource amount measurement unit that measures an amount of resources utilized by the base station; and a call disconnection user terminal selecting unit that selects, when the resource amount measurement unit measures that the amount of the resources is greater than or equal to a predetermined threshold value, the user terminal for which a call is to be disconnected, among the user terminals other than the user terminals registered in the user terminal registration unit. The connection processing unit disconnects a connection with the user terminal for which the call is to be disconnected.

摘要： A radio base station in a first mobile communication system is disclosed. The radio base station includes a radio communication unit; a network communication unit; and a determining unit. 摘要： A base station determines a restriction rate for each of plural kinds of restrictions; by using a timing at which a user device in idle mode wakes up in a discontinuous reception cycle, groups the user device into one of a total number of groups and determine a timing for transmitting a paging signal for each of the groups; determines a restriction group number that is less than a sum of all restriction-rate-corresponding group numbers where one of the restriction-rate-corresponding group numbers corresponds to the restriction rate of one of the plural kinds of restrictions, determines the restriction group number of groups as restriction target groups, and changes a group corresponding to the restriction-target groups in each of predefined periods; and transmits the paging signal to the user device that belongs to one of the restriction-target groups, and transmits system information indicating that the plural kinds of restrictions are applied.
