The present invention relates to pre-formed devices for delivering benefit agents to the skin, hair or nails. The devices are patches or masks for cosmetic or therapeutic use and comprise a unilamellar, solid gel sheet having at least one surface at least partially coated with a discrete coating composition comprising at least one benefit agent for the skin, hair or nails. The invention also encompasses methods of producing and using such devices. The coating composition allows more efficient delivery of benefit agents to the skin than previously known devices and/or affords greater formulation flexibility.

C.; (D) from about 0.05% to about 10% of an acid stable, hydrophilic surfactant selected from the group consisting of anionic, cationic, zwitterionic, nonionic surfactant, and mixtures thereof; and (F) from about 25% to about 99.7% water; wherein the pH of the composition is about 3.5 or less. These cosmetic compositions provide improved physical and chemical stability, while providing good skin deposition and good skin penetration of the active ingredients, while also providing low dermal irritation.

Personal care compositions as described above further comprise from about 0.01 wt. % to about 10 wt. % of one or more conditioning agents. The present invention is directed towards a process for making oral compositions comprising gel networks. The gel networks are formed from a fatty amphiphile dispersion and swelling surfactant. The fatty amphiphile dispersion comprises one or more fatty amphiphiles, one or more dispersing surfactants, and one or more solvents. A gel network is formed when the fatty amphiphile dispersion is combined with the swelling surfactant. A method of preparing the fatty amphiphile dispersion and oral composition is included.
