    摘要: A metering system is provided including a smartcard reader and peripheral computer in communication with a metering apparatus. A smartcard with memory, microprocessor, and license counter may then be engaged with a smartcard reader in the metering system to effect meter license transactions. The license transactions may be purchased by a user either to enable enhanced functional meter features via a meter upgrade process or to disable functional meter features via a meter downgrade process. Such features are typically enabled or disabled by respectively either providing or restricting access to selected portions of the meter firmware. Since both upgrades and downgrades can be effected at a utility meter, the smartcards provide transferable meter licenses. Advantages of the disclosed smartcard technology facilitate secure and reliable license transactions. Such advantages more particularly result from data encryption techniques when communicating with a smartcard and a random communication protocol implemented between smartcard and utility meter modules.

    摘要: An auction service is provided that stimulates competition between energy suppliers (i.e., electric power or natural gas). A bidding moderator (Moderator) receives offers from competing suppliers specifying the economic terms each is willing to offer to end users for estimated quantities of electric power or gas supply (separate auctions). Each supplier receives feedback from the Moderator based on competitors' offers and has the opportunity to adjust its own offers down or up, depending on whether it wants to encourage or discourage additional energy delivery commitments in a particular geographic area or to a particular customer group. Each supplier's offers can also be changed to reflect each supplier's capacity utilization. The Moderator selects at least two suppliers to provide energy to each end user, with each supplier providing a portion of the energy to be used by each end user at an end-user facility during a specific future time interval.

    摘要: A system for dispensing fuel at remote locations includes an operations control center and a plurality of remotely located fuel dispensing modules in wireless communication therewith using a telemetry-based communications system. The modules can operate independently of each other and 24-hours a day without the necessity of an on-site attendant and preferably without connection to commercial power and telephone lines. The modules can also operate for weeks or months at a time without being refueled and in remote locations which are subject to severe adverse weather conditions. The operations control center processes information relating to the dispensing of fuel and authorizes the dispensing of fuel at the modules upon receipt of payment information therefrom by generating and transmitting approval information to the modules. A fuel module preferably includes a transportable and multi-compartment housing, an above-ground multi-section fuel tank in the housing and a dispenser for dispensing fuel from the fuel tank upon receipt of payment information from a customer. Motion detectors are also provided to generate a motion-detect signal upon detection of motion external to the module housing, which can indicate the arrival of a customer. A diesel generator and bank of rechargeable batteries are also provided for supplying electrical energy to the dispenser in response to the motion-detect signal. The generator enables each module to function without being connected to commercial power lines from a utility.
