The UE configures a radio bearer comprising a first Medium Access Control (MAC) entity and a second MAC entity. The UE triggers a power headroom reporting (PHR) in the first MAC entity if a prohibitPHR-Timer of the first MAC entity expires or has expired when the first MAC entity has uplink (UL) resources for a new transmission, and a condition is satisfied. The UE transmits the PHR.
