Techniques for managing output bandwidth for a conferencing server are described. An apparatus may include a receiver to receive input video streams at first bit rates from multiple client terminals. The apparatus may include a rate allocation module to allocate an output bit rate for an output video stream corresponding to each input video stream based on distortion rate information where a total output bit rate for all output video streams is equal to or less than a total output bit rate budget for a conference server. The apparatus may include a video transrating module to reduce the first bit rate to a second bit rate for one or more input video streams in accordance with the allocations to create the output video streams. Other embodiments are described and claimed.

Systems and methods provide a video messaging service for transmitting video messages between network terminals over a network. After a caller's video-messaging terminal receives a notification that a receiver failed to respond to a communication request, the caller's video-messaging terminal may enable the caller to record a video message and store it for viewing on-demand by a receiver's video-messaging terminal. After recording, the caller's video-messaging terminal transmits a stored message notification terminal to a network server which, in turn, transmits a stored message notification, including an identifier of the caller's video-messaging terminal, to the receiver. Based on the identifier, the receiver's video-messaging terminal may request access to the video message from the caller's video-messaging terminal. In response to the request, the caller's video-messaging terminal retrieves the video message from storage and provides it to the receiver's video-messaging terminal over the network.

Disclosed are apparatus and methods for utilizing the camera or video capability of particular communication devices, such as cell phones, to enhance handling of calls, such as emergency calls. In one implementation, when a call is made to an emergency response center (ERC) using an image/video capable communication device is queued until an agent is available for handling the call, one or more images or video may be collected from such caller by utilizing the image/video capability of the caller's communication device. The images collected from a plurality of different callers may then be sorted into different event groups. For instance, all the images/video that relate to a same emergency event, such as a traffic accident, are grouped together into a same event group. The different groups can then be prioritized for handling by an available agent. Additionally, the individual callers for each group may also be prioritized based on the collected images/video, e.g., the caller that is closest to the emergency event may be called first.

In one embodiment, a call setup message for a call from a calling party device to a called party device is received. At least one calling party parameter for the calling party device is determined. A user message is selected based on the at least one calling party parameter. Delivery of the user message to the calling party device is initiated in parallel with a call setup for the call from the calling party device to the called party device.

The present invention provides apparatus, systems and methods for managing incoming and outgoing communications for various communications methods. The invention provides control over inbound communications including definition of if, when, and who may communicate with a recipient. The invention also supports concealed identification communication in that no actual addresses, phone numbers, or other addressing IDs are required to be exchanged by the communication initiator and recipient. The invention also provides the capability to initiate immediate, delayed, scheduled, or recurring outbound communications. As depicted in FIG. 1, if the database (45) contains call management settings for a call recipient, the application logic (40) will evaluate the rules to determine if a particular caller is authorized to connect with the call recipient at the current time and date. If the caller is authorized by the recipient to connect to the recipient phone number, and is furthermore authorized to do so for the current time and date, the application logic (40) will connect the call utilizing the public telephone switch (50). The computer (1) passes the caller and call recipient phone numbers as stored in the database (45) to the telephone switch (50) using an application programming interface (“API”) appropriate to the service provider or telephone switch manufacturer. The exemplary embodiment of the invention utilizes an API provided by a telephone service provider as an interface to its switching infrastructure (50). The API captures both caller and recipient telephone numbers along with other variables useful for call setup and tracking. The telephone service provider then connects both parties' telephones (55), (60) to a phone call by dialing both numbers and connecting the call upon the parties' answer.

Based on the type of user equipment, as well as user selected options, network configurations and status, and class-of-service characteristics, the telecommunications systems can revise the manner in which content is provided to the user equipment. Variations in the content provision include providing synchronized audio and video content, audio content only, video content only, video content with closed-captioning and closed-captioning only.

A method and apparatus are disclosed that enable an interactive voice response (IVR) system to generate video content in addition to audio content (e.g., synthesized speech, etc.). The video content is based on the state of the IVR system, the video display capacity of the calling telecommunications terminal, and information supplied by the user via a telecommunications terminal. The illustrative embodiment generates video content based on the text from which the audio content is generated. In particular, the video content comprises an abridged version of this text that is suitable for display at the telecommunications terminal. In the illustrative embodiment, the abridged version of the text is generated via syntactic and semantic processing. In addition, an abridged version of user-supplied information is generated and incorporated into the video content.

A system and method of processing a video Instant Message (IM) is provided. The method may comprise receiving a captured video stream from an image capture device and selecting at least one video effect from a plurality of video effects. A modified video stream is then generated (e.g., using a digital filter) that includes the video effect and is then communicated to a viewing location as the video Instant Message. The IM application can be a legacy IM application and generate a graphic user interface via the IM application to allow a user to select the video effect. The captured video stream may be received from a web camera and the modified video stream may be communicated via the Internet to the viewing location. The method may be performed in a device driver that interfaces the image capture device to an Instant Messaging application associated with the device driver.
