Abstract: Apparatuses of wireless communication devices are disclosed. An apparatus of a user equipment includes one or more processors configured to start a first timer responsive to detection of a Radio Link (RL) failure, start a second timer and trigger a beam recovery procedure one or more times responsive to expiry of the first timer if RL recovery is not detected, and start a third timer and attempt to find a suitable cell for Radio Resource Control (RRC) connection reestablishment responsive to one or more expiries of the second timer if RL recovery fails. The one or more processors are also configured to go to an RRC idle or inactive state responsive to expiry of the third timer if a suitable cell for RRC connection reestablishment is not found.

Abstract: Techniques described herein may be used to enable User Equipment (UE) to efficiently and reliably report supported band combinations to a wireless network. An enhanced NodeB (eNB) may determine eNB-supported bands combinations for carrier aggregation scenarios, create a simplified representation of the eNB-supported bands combinations (e.g., using a highest order band combination, groups of band combinations, etc.), and communicate the eNB-supported bands combinations to the UE. The UE may determine UE-supported band combinations that are among the eNB-supported bands combinations, create a simplified representation of the UE-supported band combinations, and communicate the eNB-supported bands combinations to the eNB. The eNB may use the UE-supported band combinations to allocate appropriate carriers to the UE for carrier aggregation.

Abstract: Beamforming measurement techniques based on PSS/SSS are disclosed. An apparatus of a user equipment (UE) can include processing circuitry configured to decode a configuration message from a source serving cell, the configuration message indicating signal selection criteria for cell measurement reporting. A synchronization signal (SS) burst set associated with one or more transmission/reception points (TRPs) within a neighboring cell is decoded, the SS burst set including a plurality of SS blocks. A cell beamforming measurement signal associated with the neighboring cell is generated, based on signal measurements of the SS blocks and the signal selection criteria. A radio resource management (RRM) measurement report message is encoded for transmission to the serving cell, the measurement report message including the cell beamforming measurement signal. A handover command message for initiating a handover to the neighboring cell is decoded, the handover command based on the cell beamforming measurement signal.

Abstract: A new radio (NR) capable user equipment (UE) to determine whether to skip cellular measurements using s-Measure configuration based on measurements of a synchronization signal (SS) block (SSB) and/or Channel State Information Reference Signal (CSI-RS) using an s-Measure configuration. For example, an s-Measure configuration can include a reference signal received power (RSRP) value and an indicator whether to apply the value to an NR SS block or a CSI-RS. If the value meets or exceeds the measurement for the indicated signal measurement, the s-Measure is satisfied. For example, in an embodiment, the network configures a single s-Measure configuration (e.g., either an NR SS s-Measure configuration or a CSI-RS s-Measure configuration), which when satisfied the UE does not perform further measurements.

Abstract: Techniques to configure a UE for time-division multiplexing (TDM)-based multi-connectivity handover with a source base station (SBS) and a target base station (TBS) include encoding UE capability information for transmission to the SBS. The UE capability information indicates the UE supports the TDM-based multi-connectivity handover. A measurement report is encoded for transmission to the SBS, the measurement report triggered based on a measurement event configured by the SBS. RRC signaling from the SBS is decoded, which includes a handover command in response to the measurement report. The handover command indicates a TDM pattern for multi-connectivity with the SBS and the TBS during the handover. UL data is encoded for transmission to the SBS. Transmission of the UL data to the SBS is time-division multiplexed with communications between the UE and the TBS during the handover based on the TDM pattern.

Abstract: Provided herein is an apparatus and a method for congestion handling in RAN. The disclosure provides an apparatus for a relay node in a RAN including the relay node and a donor node providing an interface to a core network and a backhaul link to the relay node. The apparatus includes a RF interface to receive and transmit downlink data for one or more UEs or UE bearers; and a processing circuitry coupled with the RF interface. The processing circuitry is to determine a downlink congestion occurs at the relay node; and generate a downlink congestion indication to identify a UE or a UE bearer or a backhaul RLC channel affected by the downlink congestion. The RF interface is to transmit the downlink congestion indication to the donor node. In addition to the downlink congestion handling, the relay node can also be to handle uplink congestion in a similar way.
