Methods and apparatus for partitioning resources for enhanced inter-cell interference coordination (eICIC) are provided. Certain aspects involve broadcasting a message indicating time-domain resource partitioning information (RPI), where a user equipment (UE) may be operating in idle mode. With the RPI, the UE may be able to identify protected resources with reduced/eliminated interference from neighboring cells. The RPI in this broadcasted message may be encoded as a bitmap as an alternative or in addition to enumeration of the U/N/X subframes. Other aspects entail transmitting a dedicated or unicast message indicating the time-domain RPI, where a UE may be operating in connected mode. With the RPI, the UE may be able to determine channel state information (CSI), make radio resource management (RRM) measurements, or perform radio link monitoring (RLM), based on one or more signals from a serving base station during the protected time-domain resources.

Methods and apparatus for supporting adaptive resource negotiation between evolved node Bs (eNBs) for enhanced inter-cell interference coordination (eICIC) are provided. This resource negotiation may occur via a network backhaul between the eNBs or, in some cases, using over-the-air messages (OAMs). For certain aspects, a first eNB may propose its adaptive resource partitioning information (ARPI) to a second eNB, where the second eNB may accept or reject the proposed resource partitioning. If the second eNB accepts the proposed partitioning, the second eNB may schedule resources, such as subframes, based on the accepted partitioning.

Methods and apparatuses are provided that facilitate allowing position determination of devices in wireless networks with home evolved Node Bs (HeNB). An HeNB can determine its location based at least in part on positioning measurements from one or more devices. The HeNB can additionally or alternatively register its location or other location parameters with a positioning server for subsequent provisioning as assistance information for determining a device position. Moreover, a device can request assistance information related to a different base station where the HeNB is not registered with the positioning server.

Systems and methodologies are described that facilitate supporting mobility for UEs and relay eNBs in split-cell relay configurations. Parameters regarding communicating with one or more UEs can be provided to disparate eNBs from a donor eNB to provide mobility for one or more of the UEs or a serving relay eNB. In addition, a donor eNB can request establishment of one or more radio bearers at a target relay eNB for continuing communications with one or more UEs. Moreover, a donor eNB can provide information regarding one or more core network bearers to a target donor eNB to facilitate establishing the core network bearers at the target donor eNB for communicating with the one or more UEs. Furthermore, uplink buffer contents from a relay eNB can be provided to a target donor eNB so communications from the one or more UEs can be continued by the target donor eNB.

Systems and methods for switching among heterogeneous networks and inter-working between a source access system and a target access system. An inter-system handoff control component can facilitate setting an IP tunneling by the mobile unit, wherein IP addresses for inter-working security gateway and Radio Access Network of the target access system can be identified. The inter-system handoff control component can then implement tunneling between the source system and the target system, wherein signaling/packeting associated with the target system can be transferred over the source system.

Access control for an access point (e.g., a cell of the access point) may be based on an access mode associated with the access point. For example, depending on the access mode, access control may involve performing a membership check for the access point. Such a membership check may be performed at a network entity, a source access point, or some other suitable location in a network. In some aspects, access control may involve performing a membership check for an access point in conjunction with a context fetch procedure. Such a procedure may be performed, for example, when an access terminal arrives at the access point after experiencing RLF at another access point.

Apparatus and methods for facilitating a handover of a wireless communication device on a first wireless communication network to a second wireless communication network, wherein the first and second wireless communication networks include communications protocols that are incompatible, are disclosed. The facilitation can include establishing communications between the wireless communication device and an interworking component of the second wireless communication network using a transparent tunnel through the first wireless communication network so that a message containing session information for the second wireless communication network can be exchanged. The facilitation further includes creating a profile on the second wireless communication network for a communication session between the wireless communication device and the second wireless communication network.

Interference issues between wireless network devices are mitigated. An evolved node B (eNodeB) may experience higher cell load or higher interference when serving user equipment (UEs) that are operating in an cell range extension (CRE) area in which the UEs are strongly affected by aggressor eNodeBs. An eNodeB experiencing higher cell load or serving user equipments (UEs) under higher interference generally requests an interfering/aggressor eNodeB to repartition some of its resources. Repartitioning of resources, however, may have a negative impact on the eNodeB serving CRE area UEs. In one aspect, a new measurement of utilization accounts for CRE status and differentiates between protected and unprotected resources, such as subframes.
