    Abstract: Systems and methods for frequency reuse on downlink control channels (DLCCs) are provided. One method can include determining a first number of symbols to support transmission of control information on a DLCC, and configuring a second number of symbols for transmission of the control information on the DLCC, wherein the second number of symbols is greater than the first number of symbols. The method can also include assigning a number of DLCCs based on the second number of symbols, and transmitting control information over an assigned number of DLCCs to achieve an effective reuse factor less than one. Another method can include identifying fractions of bandwidth in a system having cells, and allocating at least one of the cells to at least one of the fractions of bandwidth in a system. Resource element groups allocated to the fractions of bandwidth can be coordinated across cells to provide frequency reuse.

    Abstract: This disclosure describes rate control techniques that can improve video coding based on a “two-pass” approach. The first pass codes a video sequence using a first set of quantization parameters (QPs) for the purpose of estimating rate-distortion characteristics of the video sequence based on the statistic of the first pass. A second set of QPs can then be defined for a second coding pass. The estimated rate-distortion characteristics of the first pass are used to select Qps for the second pass in a manner that minimizes quality fluctuation between the frames of the video sequence. Furthermore, selection of the second set of QPs may also substantially maximize quality of the frames at the substantially minimized quality flucuation in order to achieve low average frame distortion with the minimized quality fluctuation.

In one aspect, wind-up of a target power level is detected, and the target power level is modified in response. In another aspect, unwinding of the target power level is detected, after which the target power level is determined without considering wind-up. Various other aspects are also presented, including wind-up and unwinding detection procedures, and target power level modification procedures. These aspects have the benefit of reducing the time that transmit power exceeds that which is necessary, thus increasing system capacity and performance, and mitigating misallocation of system resources.
