A double wall tank for the storage of liquids is manufactured from a rigid single wall inner tank by applying to at least a portion of the exterior surface of the inner tank a hardenable synthetic resin spacer material and forming in the spacer material one or more channels that provide for substantially free passage of liquids through the channels. A substantially imperforate film is stretched across the spacer material and over the one or more channels to separate the inner tank and the spacer material from subsequently applied sheathing material. A substantially rigid outer sheathing material that is substantially liquid-tight is applied over the inner tank exterior and the spacer material and the film overlying the spacer material such that the sheath is spaced from at least a portion of the inner tank exterior surface so as to provide a rigid double wall tank.

A method of making a storage tank comprises applying ribs around a inner tank, securing said ribs to the inner tank, applying gas pervious material in the space between the ribs, and applying a layer of fibrous reinforcing material and resinous material over the gas pervious material. The gas pervious material extends to a distance less than about 75% of the height of the ribs. The resultant overlay encases the surface areas between the ribs of the storage tank, and becomes a structural part thereof. Secondary containment is provided by the overlay. A monitored storage tank system is provided by the use of a leak detection means to monitor the closed space defined by the rib interiors the overlay and the storage tank.

An improved underground tank assembly is provided for storing motor fuels, such as gasoline or diesel fuel. the underground tank assembly has an expandable bladder-like primary tank positioned within the interior of a rigid secondary tank. Advantageously, the secondary tank meets most safety regulations and secondary containment laws by dependably providing for secondary containment of any leakage of motor fuel from the primary tank. The underground tank assembly has numerous alternative conduit arrangements for ease and flexibility of assembly, installation, and manufacture. The underground tank assembly also desirably has a protective barrier wall for protecting and isolating the conduits from the expanded primary tank. Other safety equipment and controls, such as leakage detectors, are provided.

When a product such as ammonia, which is liquefiable under pressure and which is miscible with water is stored underground the storage takes place at the liquefaction pressure of the product and inside a double skin which defines an intermediate space (10), with both skins being inserted in a cavity (1) formed in a water-impregnated formation. The depth of the storage is so chosen that the hydrostatic pressure of the water in the formation is greater than the greatest expected pressure of the stored product, with the intermediate space being filled with water and being maintained at a pressure which is lower than the lowest expected pressure of the stored product. If the inner skin is punctured, NH.sub.3 is recovered in the water in the shaft (2) and does not escape to contaminate the water in the surrounding formation.

An underground storage tank installation. The excavation is to a predetermined depth to permit placement of a storage tank of desired size therein below ground level. At least a pair of opposing side walls of the excavation are sloped to minimize the danger of collapse. The excavation is provided with a base layer of footing material by appropriate backfill and a double shell storage tank is rested on the base layer in the excavation. Double shell piping conduits and a leak detector is installed between the shell and ground level. Backfill material is placed into the excavation to cover the tank and piping and leak detector structure to a height adjacent ground level. A solid slab is positioned over the tank and the backfill layers with appropriate apertures to permit access to the underground piping conduits and the leak detector. The excavation, backfilling, placement of the tank, piping and detector and pouring of the slab are accomplished without the necessity of personnel entering the excavation.
