An absorbing solution according to the present invention is an absorbing solution that absorbs CO2 or H2S in gas or both of CO2 and H2S. The absorbing solution is formed by adding desirably 1 to 20 weight percent of tertiary monoamine to a secondary-amine composite absorbent such as a mixture of secondary monoamine and secondary diamine. Consequently, it is possible to control degradation in absorbing solution amine due to oxygen or the like in gas. As a result, it is possible to realize a reduction in an absorption loss, prevention of malfunction, and a reduction in cost. This absorbing solution is suitably used in an apparatus for removing CO2 or H2S or both of CO2 and H2S.

In these water washing sections, recovery of the amine compound accompanying the decarbonated exhaust gas is performed sequentially. Regeneration tower refluxed water is supplied as washing water to the second-stage water washing section 65. Washing water is withdrawn from the second-stage water washing section 65 and supplied to the first-stage water washing section 64. Demisters 83, 84 and 85 are provided at outlets of a carbon dioxide absorption section 73, the first-stage water washing section 64 and the second-stage water washing section 65. An absorbing solution mist and a washing water mist accompanying the decarbonated exhaust gas are removed by these demisters.

A method for producing the composite soft magnetic material comprises the steps of: mixing a pure iron-based composite soft magnetic powder, and the Fe—Si alloy powder in such a manner that a ratio of the Fe—Si alloy powder to a total amount is in a range of 10%-60%; subjecting a resultant mixture to compression molding; and subjecting a resultant molded body to a baking treatment in a non-oxidizing atmosphere.
