The processing circuit is configured to maintain a log of calls and data transmissions routed by the call-routing circuit for a the plurality of telecommunication devices. The processing circuit is further configured to use a set of classification functions in a policy of the client account to determine whether each of the identified first set of calls and data transmissions are business related or personal based on characteristics of each of the first set of calls and data transmissions.

Expense records are received for the service provider due to roaming of mobile devices within other geographical areas served by at least one other service provider and not served by the at least one service provider. Each of the revenue and expense records is associated with a particular mobile device and includes a code identifying a particular service provider with which the particular mobile device has a subscription and a code identifying a particular geographical area assigned to the particular mobile device. The codes identifying particular service providers and particular geographical areas assigned to the mobile devices are validated against a list of predefined service providers and predefined geographical areas. If the codes are valid, the revenue records and expense records received over a period of time are compiled and summarized.

The LMS uses the estimated location of a mobile device during an IMS session in order to determine a Cell Global Identification (“CGI”) to associate with the session. The LMS then provides the determined CGI to the legacy core network, so that a billing gateway may determine the billing region to associate with the IMS session. The LMS thereby facilitates location-based billing for IMS sessions in the absence of actual CGI information.
