    Abstract: The disclosure relates to a 5G or 6G communication system for supporting a higher data transmission rate. Embodiments herein disclose a device and methods for managing and selecting Public Land Mobile Networks (PLMNs) for disaster roaming during Minimization of Service Interruption (MINT) situations. A UE is configured for selecting one of the “list of PLMN(s) to be used in disaster condition” configured by a HPLMN/EPLMN, and “list of PLMN(s) to be used in disaster condition” configured by a VPLMN, in a disaster situation based on a UE configuration. The method discloses selection of at least one Forbidden PLMN (FPLMN) by the CE in a disaster situation, when a primary PLMN list configured by a HPLMN/EPLMN is different from at least one secondary PLMN list configured by at least one VPLMN.

    Abstract: The disclosure relates to a 5G or 6G communication system for supporting a higher data transmission rate. A method performed by a UE in a wireless communication system using satellite access is provided. The method includes identifying whether an NAS procedure is completable before a start of a DC; and in case that the NAS procedure is completable before the start of the DC, initiating the NAS procedure by transmitting a request message to a network entity. And a method for a UE in a communications network using a satellite to access the network comprises verifying if a communication process between the UE and the network via the satellite can be completed before a start of an unavailability period of the satellite or cannot be completed before a start of an unavailability period of the satellite. The UE may only initiate the communication process when it verifies that there is enough time for the communication process to be completed the start of the unavailability period of the satellite. The communication process between the UE and the satellite may comprise an NAS procedure. The UE may only trigger the NAS procedure when it verifies that there is enough time for the procedure to be completed before the start of the unavailability period of the satellite and loss of satellite coverage for the UE. The UE may trigger the NAS procedure during a time range for which the procedure can be completed before the start of the unavailability period of the satellite and loss of satellite coverage for the UE. The NAS procedure may be any of a registration procedure, a mobility registration update procedure, an NAS request procedure, an attach procedure, a tracking area update procedure, a service request procedure, an NAS mobility management procedure, an NAS session management procedure, NAS signaling, an NAS message, any similar message that is used in EPS (or in S1 mode).

    Abstract: Embodiments herein provide a method for controlling disaster area for disaster roaming service by a UE (100). The method includes detecting a disaster condition associated with a first PLMN (200a) that is associated with a first service provider. Further, the method includes sending a registration request to a second PLMN (200b) for the disaster roaming service. The second PLMN (200b) is associated with a second service provider and is available in a disaster area covered by the first PLMN (200a). Further, the method includes receiving a TAI list from the second PLMN (200b). The TAI list includes a set of tracking areas associated with the disaster area covered by the second PLMN (200b). Further, the method includes camping on the second PLMN (200b) for the disaster roaming service in the set of tracking areas indicated in the TAI list during the disaster condition with the first PLMN (200a).
