The present invention discloses a method for indicating pilot state, a radio network controller. The method includes: acquiring, by an RNC, state information of a scheduled non-precoded pilot, where the state information of the scheduled non-precoded pilot indicates activated state or deactivated state of the scheduled non-precoded pilot; and sending, by the RNC, 4Tx MIMO mode configuration signaling to a UE, where the configuration signaling carries the state information of the scheduled non-precoded pilot, so that the UE acquires state of the scheduled non-precoded pilot according to the state information of the scheduled non-precoded pilot when being configured to 4Tx MIMO mode. The method for indicating pilot state and the radio network controller according to embodiments of the present invention can reduce physical-layer signaling overheads and reduce a delay in acquiring state of a scheduled non-precoded pilot by the UE in 4Tx MIMO mode.

According to the embodiments of the present invention, a report measurement can be implemented between a radio network controller and a user equipment in a CELL_FACH state by using a current MC message and a current MR message; and in a process of implementing the report measurement, coordination between the report measurement and a cell reselection measurement executed by the user equipment can be implemented to minimize an impact of the report measurement on the cell reselection measurement.

Embodiments of the present invention provide a method for processing a serving grant value, a user equipment and a network device, so that it can prevent a serving grant value of a UE from being excessively low. The method includes: taking, by a user equipment, a maximum value of historical values of a power ratio of a data channel to a control channel as a maximum power ratio value after receiving a non-serving relative grant down command sent by a network device; and obtaining, by the user equipment, a first serving grant value according to the maximum power ratio value and a first threshold, where the first threshold is a threshold of a serving grant value or a threshold of the power ratio of the data channel to the control channel.

The present invention discloses a method for sending data. The method includes a cell virtual set is established directly or according to signal metric values of neighboring cells in a cell forward access channel state, where the cell virtual set includes at least a serving cell; a common relative grant channel of non-serving cells in the cell virtual set is monitored, and instruction information in the common relative grant channel is read; power for sending data to be sent is adjusted according to the read instruction information, and the data to be sent is sent by using the adjusted power. With the technical solution of the present invention, because a cell virtual set is established directly or according to signal metric values of neighboring cells in a cell forward access channel state, interference on neighboring cells can be reduced.

A transmission method, apparatus, and system based on uplink transmit diversity, relating to the field of communications are provided. To timely and efficiently determine to activate or deactivate uplink transmit diversity and improve uplink transmission quality, a base station sends an activation request instruction to a radio network controller when determining, according to relevant reference measurement value(s) of a user equipment, to activate uplink transmit diversity of the user equipment; and the radio network controller notifies, according to the activation request instruction, the user equipment of activating the uplink transmit diversity; or a base station sends a deactivation request instruction to a radio network controller when determining, according to relevant reference measurement value(s) of a user equipment, to deactivate uplink transmit diversity of the user equipment; and the radio network controller notifies, according to the deactivation request instruction, the user equipment of deactivating the uplink transmit diversity.

The method includes: A source access network device sends, to a target access network device, a first message for requesting to hand over a first multicast service of a first terminal device to a first target cell, and the target access network device sends a second message to the source access network device as a response to the first message, where the second message includes first information indicating a first candidate cell, and the first candidate cell is a cell that provides a multicast service for a terminal device in an RRC non-connected mode. After receiving the second message, the source access network device sends, to the first terminal device, third information indicating a second candidate cell.

This application provides a communication method and apparatus, to improve communication security. The method includes: receiving first system information from a network device, where the first system information includes a first signature; determining a first digest based on the first signature; determining a second digest based on the first system information; and if the first digest matches the second digest, storing or applying the first system information. In embodiments of this application, a signature is carried in a field of system information, so that both a terminal device that supports the signature and a terminal device that does not support the signature can complete decoding of the system information. Specifically, the terminal device that supports the signature may perform verification by using a signature obtained through decoding.

Paging methods and apparatuses applicable to a communication system are disclosed. One method includes: A network device sends first paging configuration information, where the first paging configuration information corresponds a first-type terminal device; and sends second paging configuration information, where the second paging configuration information corresponds to a second-type terminal device. A capability of the first-type terminal device is different from a capability of the second-type terminal device. The second-type terminal device receives the second paging configuration information; and receives paging downlink control information (DCI) based on the second paging configuration information.

One example method includes determining first configuration information, where the first configuration information indicates a terminal device to receive a first multicast service, and the first configuration information includes a cell identifier of a serving cell corresponding to the first multicast service, and one or more of an identifier of the first multicast service or a radio network temporary identifier (RNTI) corresponding to the first multicast service. The first configuration information is sent to the terminal device.
