Embodiments disclose a cell status changing method. The method includes receiving, by user equipment, a first indication sent by a master base station, where the first indication is used to indicate a status change of a first cell of the master base station or a status change of a second cell of a secondary base station; and performing activation on the first cell or the second cell according to the first indication, or performing deactivation on the first cell or the second cell according to the first indication. In embodiments, both the master base station and the secondary base station serve the UE and undergo carrier aggregation, and the UE may obtain, by using the received first indication sent by the master base station, an active state or an inactive state of a serving cell that belongs to a base station that serves the UE.

This application provides method and apparatus for RRC state control. An access network device obtains RRC connected inactive state indication information of UE. When the UE leaves an RRC connected state, the access network device determines, based on the RRC connected inactive state indication information, that the UE enters an RRC connected inactive state or an RRC idle state, so that the access network device can control, based on a state of the UE, the UE to enter an appropriate RRC state, thereby reducing signaling overheads and improving system performance.

A method of distributing a security key context, where the method includes receiving, by a mobility management entity, a first indication from a primary base station, where the first indication is used for requesting a path switch from the mobility management entity and indicating that the path switch is triggered by carrier aggregation between base stations, processing the path switch according to the first indication, and keeping, according to the first indication, the security key context for the path switch unchanged, and sending a second indication to the primary base station, to indicate the primary base station to keep the security key context unchanged, or sending a third indication to the primary base station, to indicate the primary base station to acquire a quantity of times of reversal of a next hop chaining counter in the security key context.

The present invention provides a method for determining a rank indication (RI) bit number, a base station, and a terminal. The method includes: determining, by a base station, indication information according to a correspondence between a terminal and the base station and a multi-input multi-output (MIMO) capability of the terminal, where the indication information includes information used by the terminal for determining a bit number occupied for sending a RI; and sending, by the base station, the indication information to the terminal, so that the terminal determines, according to the indication information, the bit number occupied for sending the RI. In the present invention, the UE and the base station agree or understanding of the bit number occupied by RI information.

Embodiments of the present invention provide a method and system for contending for a channel of an unlicensed frequency band, and an apparatus. The method for contending for a channel of an unlicensed frequency band in the present invention includes: acquiring, according to contention timeslot configuration information, a condition for starting a contention timeslot, and starting the contention timeslot when the condition is met, where the contention timeslot configuration information includes at least one of the following configurations: a time configuration of the contention timeslot, a contention backoff time, a terminal feedback uplink configuration, or a channel available condition; and performing a corresponding operation within the contention timeslot according to the time configuration of the contention timeslot to contend for a channel of an unlicensed frequency band, so as to implement data transmission on the unlicensed frequency band.

By using a method for coordination between base stations, one base station allocates a resource to user equipment in a better manner with reference to resource configuration information saved in the base station and resource configuration information of another base station. The method provided in the embodiments of the present invention includes: acquiring, by a first base station, resource configuration information of a first cell, where the first cell is a cell served by the first base station; receiving resource configuration information of a second cell sent by a second base station, where the second cell is a cell served by the second base station; and allocating a resource to user equipment according to the resource configuration information of the first cell and the resource configuration information of the second cell, so that the user equipment communicates with the first cell and the second cell.

A cell access method includes determining, by a terminal in communication with a first cell, to communicate with a second cell, establishing a wireless connection by which the terminal communicates with the second cell in response to the determining to communicate with the second cell, accessing the second cell on the wireless connection by the terminal, and receiving, by the terminal, a reconfiguration message sent by a first base station of the first cell. The reconfiguration message is sent by the first base station to the terminal. The method further includes reconfiguring the wireless connection according to the reconfiguration message, and communicating with the second cell on the reconfigured wireless connection.
