A method for determining handover of user equipments (UEs) attached to the mobile relay node, which performs a handover procedure from a source donor eNodeB (DeNB) to a target DeNB, in a wireless communication system is provided. A mobile relay node (RN) receives an indication including information on assignable resources for the RN, and determines whether to accept or reject the handover of each UE using the received indication and contexts of the UEs stored in the mobile relay node.

A method and apparatus for releasing delay tolerant access user equipments (UEs) in a wireless communication system is provided. An eNodeB (eNB) receives an overload message or a user equipment (UE) context release command message including a request for releasing the delay tolerant access UEs from a mobility management entity (MME), releases the delay tolerant access UEs based on the overload message or the UE context release command message.

An eNodeB (eNB) may determine a ratio of a number of short stay user equipments (UEs), which stay at a cell shorter than specific threshold time, to total number of UEs staying at the cell, and transmit the ratio of the number of short stay UEs to the total number of UEs to a previous eNB. Or, the eNB may receive measurement information of at least one second cell from a UE, determine whether the UE can be connected to the at least one second cell, and notify a second eNB whether the UE can be connected to the at least one second cell or not.

A method and apparatus for transmitting an indication in a wireless communication system is provided. A relay node (RN) transmits an indication which indicates that the RN is either a fixed relay node or a mobile relay node, and receives initial parameters from an operation, administration, and maintenance (OAM) according on the indication. If the RN is the mobile relay node, the initial parameters includes a list of donor eNodeB (DeNB) cells at a trajectory of the RN.

A first eNodeB (eNB) serves a first cell which is a coverage hole compensating cell between a source cell and a second cell, and a user equipment (UE) is moving from the source cell to the second cell through the first cell. The first eNB performs a handover procedure for a user equipment (UE) with a source eNB serving the source cell, receives a radio link failure (RLF) indication message from a second eNB serving the second cell, and transmits a handover report message to the source eNB, the handover report message including an indicator which informs the radio link failure.

A MN, in a DC for a wireless device, transmits, to the wireless device, a paging message including an indication related to an EDT procedure for the SN. A MN receives, from the wireless device, an AS-RAI related to the EDT procedure for SN. A MN decides whether to continue the EDT procedure to the wireless device for the DL data or to transit the wireless device to the RRC-CONNECTED state based on the received AS-RAI.

A method and apparatus for supporting an early data transmission (EDT) in a radio resource control (RRC) inactive state is provided. The current gNB receives a resume request message including uplink (UL) data from the wireless device, and transmits a logical channel identifier (LCID) for the UL data to the last serving gNB. The last serving gNB transmits UL forwarding user plane (UP) transport network layer (TNL) information to the current gNB based on mapping between the LCID for the UL data and data radio bearer (DRB) ID or protocol data unit (PDU) session ID in a UE context stored in the last serving gNB. The current gNB forwards the UL data to a core network via the last serving gNB based on the UL forwarding UP TNL information.
