    摘要: In one aspect, the present invention comprises an apparatus and method for improving energy saving procedures in a wireless communication network, wherein one or more cells in the network are selectively inactivated for energy savings and reactivated as needed. More particularly, the present invention provides improved control for transitioning a cell to or from a power savings mode, including dynamic, adjustable power control and handover parameter control, based on the involved cells exchanging status and/or control information. The dynamic control results in gradual rather than abrupt changes to cell coverage area, as a cell is transitioned to or from the power savings mode.

In order to control handover from a source base station to a target base station in a wireless communication system, where the target base station controls multiple cells, preference levels for candidate cells to be used as a target cell for the handover are received from the target base station; and handover parameters for the candidate cells are adjusted by taking the preference levels into account when selecting the target cell for the handover. With the present invention, at least benefits of target eNB inter-cell interference coordination, load optimization among cells, tendency to dedicated-configured cell etc. may be achieved.

Packaged device 100 includes both a reflective dam region 34 and a non-reflective dam region 36 to increase output of useful light while mitigating reflection of light that can cause glare. A first circuit board portion 20 of PCB upper surface 2 enclosed within dam 30 disposed forward of LED array 4 and adjoining non-reflective dam portion 36 is non-reflective, such as being black. A second circuit board portion 22 is reflective, such as being white. Packaged device 100 is suited for automotive headlights and fog lights.
