Abstract: The embodiments of the application disclose a mobile handover method. The method includes: a first network device receives first information, and learns that a first terminal device is handed over to a target access network device. The first network device sends second information to a second network device, and the second network device determines, based on the second information, whether to reselect a target user plane function device for the first terminal device; and/or the first network device sends third information to a third network device, and the third network device determines, based on the third information, whether to reselect a target application server for the first terminal device. If the target user plane function device and/or the target application server need/needs to be reselected, a user plane function device and/or an application server need/needs to be handed over in a timely manner.

Abstract: A data transmission method, a terminal, and an access-network network element are disclosed. An interface is disposed on a policy client of UE and an operating system or an application layer of the UE. The interface is used to provide the operating system or the application layer with a policy related to the operating system or the application layer, and collect, from the operating system or the application layer, information required for a report. In this way, a dedicated transport channel is implemented by a bottom layer of the UE, reports and policies are transmitted on the dedicated transport channel, and during implementation, a protocol is not coupled with the application layer or the operating system, so that the system is simple to implement.

According to the service data flow sending method and apparatus in this application, a sending pipeline of a service data flow is determined in a relatively simple manner, thereby improving service data flow sending efficiency.

A specific solution is as follows: User equipment establishes a first substream with a communication peer; when the user equipment moves from a first base station to a second base station, and a second gateway and a first gateway are not the same gateway, the user equipment obtains a second IP address; after obtaining the second IP address, the user equipment establishes a second substream with the communication peer; after the second substream is established, the communication peer removes the first substream; and after the first substream is removed, the first gateway releases a network resource occupied for transmitting the first substream.
