In the method, electric conductivity is given to a base material (A) having a nitrogen-containing functional group by soaking the base material (A) in a liquid containing a conductive polymer (B) having at least one kind of sulfonic group and carboxyl group while holding the liquid at a temperature in the range of from 30 to 130° C.
